Հայաստանի գործող իշխանությունները դարձել են Արևմուտքի խամաճիկը․ Արշակ Կարապետյան

Նիկոլ Փաշինյանն աշխատանքային այցով երեկ մեկնել է Բրյուսել, որտեղ այսօր նախատեսված է նրա, եվրոպական հանձնաժողովի նախագահ Ուրսուլա ֆոն դեր Լեյենի և ԱՄՆ պետքարտուղար Էնթոնի Բլինքենի եռակողմ հանդիպումը։

Հանդիպման վերաբերյալ տևական ժամանակ բուռն քննարկումներ են ընթանում։ Պաշտոնական Երևանն ամեն ինչ արել է այս հանդիպումը իրականացնելու համար, իսկ ԱՄն և Եվրամիության տարբեր երկրներ, ընդհուպ, պահանջներ ներկայացնելով և սպառնալիքներ տալով, հասել են այսօրվա արդյունքին։ Թե ի՞նչ համաձայնագրեր կստորագրվեն, կամ ի՞նչ կորոշեն բանակցություններում, հայկական կողմին առանձնապես չեն էլ հարցնելու։ Արևմուտքը գլխավոր նպատակ է դրել իր համար Հարավային Կովկասից Ռուսաստանին դուրս մղել, հնարավորության դեպքում էլ՝ երկրորդ ճակատ բացել։

Ռուսաստանը քանիցս արձանագրել է, որ այդ հանդիպումը վտանգավոր հետևանքներ կարող է ունենալ, ավելին՝ Մոսկվան նշել էր, որ կենսական շահեր ունի Հարավային Կովկասում, որտեղ հաստատավել է գրեթե 200 տարի առաջ և բոլորովին մտադիր չէ թողնել իր ծրագրերը հանուն ինչ-որ մի երկրի ղեկավարության անզուսպ ցանկության։

Բազմաթիվ փորձագետներ ևս արձանագրում էին, որ Հայաստանի գործող իշխանությունների չհաշվարկված քայլերը ծանր հետևանքներ կարող են ունենալ Հայաստանի համար, առավել ևս արտաքին քաղաքական վեկտորի փոփոխության ջանքերում: Հայաստանի գործող իշխանությունները կարծես ոչնչի առջև կանգ չեն առնում, ընդհուպ պատրաստ են խզել հարաբերությունները ՀԱՊԿ-ի , ԱՊՀ-ի և անգամ ԵԱՏՄ-ի հետ։

Ըստ էության, թեև հայկական կողմը հայտարարում է, որ ԵԱՏՄ-ից դուրս գալու մտադրություն առանձնապես չունի, սակայն փաստ է, որ Ռուսաստանի հետ ինտեգրացիոն մի կառույցը լքելու դեպքում, մյուսից ինքնաբերաբար Հայաստանին դուրս կթողնեն՝ դրանից բխող հետևանքներով։

Ի վերջո ի՞նչ է Եվրամիության ուզածը, որ այսպես համառորեն փորձում է Հայաստանը կտրել Ռուսաստանից։ Բանն այն է, որ Ուկրաինայում տեղի իշխանությունների և արևմուտքի գործերն առանձնապես լավ չեն ընթանում։ Ռուսական կողմին հաջողվում է գրեթե բեկել իրավիճակը և առաջիկայում կարող է անգամ ռազմավարական հաղթանակի հասնել։ Իսկ նոր ճակատ բացելու, կամ Ռուսաստանին Հարավային Կովկասով զբաղեցնելու դեպքում, Ուկրաինացիներին որոշ ժամանակ շնչելու և պատրաստվելու հանարավորություն կտան։

Բարդ է ասել՝ արդյոք Հայաստանի գործող իշխանությունները չեն հասկանում իրենց քայլերի հետևանքները սեփական երկրի ժողովրդի և պետության հանդեպ, առավել ևս, որ այդպիսի նախազգուշացումներ Ռուսաստանից հնչում են այլևս ոչ թե երկիմաստորեն, այլ՝ պարզ և հստակ։ Բնականաբար հասկանում են, սակայն տառապելով իշխանությունը պահելու իրենց մոլուցքով, որևէ բանի առջև կանգ չեն առնում։

«Համահայկական ճակատ» շարժման առաջնորդ, պաշտպանության նախկին նախարար գեներալ-մայոր Արշակ Կարապետյանը բազմիցս նշել է, որ Հայաստանի գործող իշխանությունները դարձել են Արևմուտքի խամաճիկը, դրվել հեռակառավարման վրա, իսկ Արևմուտքն ամենևին էլ ցանկություն չունի պաշտպանելու Հայաստանի շահերը, ավելին, Արևմուտքը Հարավային Կովկասում օտար մարմին է։ Ի տարբերություն Ռուսաստանի, որն այստեղ է 200 տարուց ավելի և բացի քաղաքական և ռազմական շահերից, նաև մշակութային, ժողովուրդների հոգևոր կապի առումով է հարազատ։

Ի վերջո, թե ի՞նչ հետևանք կարող է ունենալ Հայաստանի գործող իշխանությունների քաղաքականությունը, զգալու ենք բոլորս։ Անհրաժեշտ է օր առաջ հեռացնել գործող իշխանություններին։
