ՆԱՏՕ-ի նախկին գլխավոր քարտուղար Անդերս ֆոգ Ռասմուսենը Le Monde-ի համար գրված հոդվածում Բրյուսելին կոչ է արել դուրս գալ հավասար հեռավորության պահպանման քաղաքականությունից դեպի Արևմուտք թեքվել նախընտրած Հայաստանի և ռուսական ազդեցության տակ գտնվող ագրեսիվ ավտոկրատիաների ճամբարում ինքնահաստատվող Ադրբեջանի միջև:

«Մինչ բոլոր հայացքները կենտրոնացած են Ուկրաինայի դեմ Ռուսաստանի անօրինական պատերազմի վրա, մեկ այլ մեծ աշխարհաքաղաքական տեղաշարժ է տեղի ունենում Եվրոպայում, այս անգամ՝ Հարավային Կովկասում: Չնայած Ռուսաստանից պատմական, տնտեսական, էներգետիկ և ռազմական կախվածությանը, և իր հողում հազարավոր ռուսական զորքերի ֆիզիկական ներկայությանը, Հայաստանի կառավարությունը համարձակ և համաձայնեցված ջանքեր է գործադրել՝ ամրապնդելու Հայաստանի ժողովրդավարությունը և ավելի սերտ հարաբերություններ կառուցելու ժողովրդավարական Արևմուտքի հետ:

Այս վերակողմնորոշումը ժամանակ է պահանջում, բայց նաև Եվրոպական միությունից պահանջում է ավելի հավակնոտ ռազմավարություն որդեգրել Հայաստանի ժողովրդավարության նկատմամբ: Պետք է սկսել նրանից, որ վերջ դրվի այն թյուր մտքին, որ Եվրամիությունը պետք է չեզոք դերակատար լինի Հայաստանի և Ադրբեջանի միջև: Եվրոպան պետք է միջնորդի դեր ստանձնի կայուն խաղաղության համաձայնագրի շուրջ բանակցություններում, բայց նրա մոտեցումը պետք է արտացոլի այն իրականությունը, որ Հայաստանն ընտրել է եվրոպական ժողովրդավարական երկրների համայնքը, մինչդեռ Ադրբեջանը նստած է ագրեսիվ ավտոկրատիների ճամբարում։ 

ԵՄ-ի հստակության և հավակնությունների բացակայությունը կարող է վտանգել Հայաստանի երիտասարդ ժողովրդավարությունը և նրա աշխարհաքաղաքական առանցքը:

Այս նոր մոտեցումը պետք է սկսվի ապրիլի 5-ին Բրյուսելում կայանալիք եռակողմ գագաթնաժողովից, որտեղ Եվրահանձնաժողովի նախագահ Ուրսուլա ֆոն դեր Լեյենը կհյուրընկալի Հայաստանի վարչապետ Նիկոլ Փաշինյանին և ԱՄՆ պետքարտուղար Անտոնի Բլինկենին», - գրել է Ռասմուսենը:

Նա հիշեցրել է, որ Հայաստանն արդեն սառեցրել է հարաբերությունները Ռուսաստանի գլխավորած Հավաքական անվտանգության պայմանագրի կազմակերպության հետ, զորավարժություններ է կազմակերպել Միացյալ Նահանգների հետ և ձգտում է ընդլայնել իր տնտեսական կապերը ժողովրդավարական տնտեսությունների հետ։

«Այնուամենայնիվ, 2023 թվականին Լեռնային Ղարաբաղի վրա Ադրբեջանի հարձակումից հետո, ինչպես նաև ադրբեջանական ուժերի կողմից Հայաստանի ներսում ռազմավարական բարձունքների շարունակական օկուպացումից հետո, Հայաստանում անվտանգային իրավիճակը փխրուն է», - նշել է նա:
