Կա՛մ ավանտյուրիստ են, կա՛մ չեն հասկանում ի՞նչ է նշանակում ազգային անվտանգություն․ Արշակ Կարապետյան

Հարցազրույցը գեներալ-մայոր Արշակ Կարապետյանի հետ։

«Մենք կորցրեցինք երեք ու կես տարի, ինչը բավարար էր, որ մեր անվտանգությունը մենք վերականգնեինք և նույնիսկ զարգացնեինք, բայց ոչինչ չարվեց՝ ոչինչ»,- ասել է ՀՀ ՊՆ նախկին նախարար, «Համահայկական ճակատ» շարժման առաջնորդ, գեներալ-մայոր Արշակ Կարապետյանը՝ Արմինե Սիմոնյանի «Մենք» հեղինակային հաղորդաշարին տված հարցազրույցում: Հարցազրույցում գեներալ Արշակ Կարապետյանը կարևոր տեղեկատվություն փոխանցեց. «2021թվականին, երբ նշանակվեցի ՊՆ նախարար, մենք պայմանավորվեցինք ՌԴ ՊՆ նախարարի հետ, և ռուսական տարբեր ակադեմիաներից Հայաստան եկան 40 բարձրաստիճան գենեալներ, սպաներ, ռազմական ոլորտի պրոֆեսորներ: Նրանք բանիմաց, փորձառու սպաներ, գեներալներ էին: Նրանք մեզ մոտ աշխատեցին 1,5 ամիս ու ստեղծեցին մի փաստաթուղթ, որը քննարկեցինք, ընդունեցիք, և այն պետք է իրագործեինք: Փաստաթուղթը խոսում էր մեր ապագա անվտանգության համակարգի մասին: Դրանից հետո, երբ հանդիպեցինք ՌԴ ՊՆ նախարարի հետ, և նրան շնորհակալություն հայտնեցի այդ աջակցության համար, ասացի, որ դրանով ձեր աշխատանքը չի ավարտվում, հիմա էլ խնդրում եմ ուղարկեք մասնագետներ, որպեսզի փաստաթուղթը կարողանանք իրագործել: Մենք ունեինք մոտ 80 սպաների ցուցակ, որոնք պետք է գային ՀՀ ու 3 տարի աշխատեին Հայկական բանակում, որպեսզի կարողանայինք մեր բանակը զարգացնել»:

Գեներալը տեղեկացրեց, որ հիշատակված փաստաթղթում նշվում էր նաև այն զենքերի ու զինատեսակների մասին, որոնք պետք է մատակարարվեին հայկական բանակին, իսկ դրանց ապահովման մի մասն իր վրա էր վերցրել ռուսական կողմը: Արշակ Կարապետյանը համոզված է. «Եթե այդ ամենը մենք իրագործեինք, դժվար թե կորցնեինք Արցախը, դժվար թե մենք այսօր վախով նայեինք սահմանից այն կողմ»: Դառնալով իր՝ ՊՆ նախարար եղած շրջանին, Կարապետյանն ասաց. «Ես Փաշինյանին ասել եմ՝ ինձ պետք է 3 տարի խաղաղություն, դա ասել եմ նաև Արայիկ Հարությունյանին՝ Արցախ կատարած այցիս ժամանակ: Ինձ համար մեկ բան հստակ էր՝ մենք պե՛տք է պաշտպանեինք Հայաստանն ու Արցախը»:

Ի պատասխան դիտարկմանը, թե 2021-ին ձեզ չի թույլատրվել կրակելու հրաման տալ հայ զինվորին և մեր երկրից դուրս շպրտել թշնամուն, Կարապետյանն ասաց. «Կհիշենք՝ թշնամու ներխուժման ժամանակ տեղի ունեցած այդ ձեռնամարտերը, այն ժամանակ ես ԳՇ պետի առաջին տեղակալ էի ու հրաման տալու իրավունք չունեի: Զարմացած էի, որ չկրակելու հրաման էր տված, դրա համար ձեռքով էին կռվում մեր զինվորները: Երբ դարձա ՊՆ նախարար, իմ առաջին հրամանը եղավ հետևյալը, եթե մեկ սանտիմետր անցան՝ մեկ անգամ զգուշացրեք, երկրորդ անգամ կրակ բացեք»:
