Հասարակության մեջ Անկախության հռչակագիրը չեղարկելու հարցի դժգոհությունն այն կարգի է, որ իշխանությունները որևէ շանս չունեն դա իրականացնելու․ Չալաբյան

Մենք այսօր ապրում ենք մի իրականության պայմաններում, երբ գործող վարչակարգը սեփական պարտություններն արդարացնելու համար փորձում է գտնել տարբեր տեսակի մեղավորներ,այս դեպքում հերթական մեղավորը դարձել է Անկախության հռչակագիրը։ Այս մասին «Անկախության հռչակագրի կարևորությունը» թեմայով համաժողովի ժամանակ ասաց «Հայաքվե» նախաձեռնության համակարգող Ավետիք Չալաբյանը։

«Անկախության հռչակագիրը մեր ծննդյան վկայականն է, ու նաև մի փաստաթուղթ, որն ընդունվել է ՀՀ-ի ամենաբազմակուսակցական ու ներկայացուցչական Գերագույն խորհդի կողմից, որում ներկայացված է եղել 12 քաղաքական ուժ, որոնք միասին աշխատել են Խորհրդային միության պայմաններում, որպեսզի ընդունեն Անկախության հռչակագիրը ու որպեսզի նրա մեջ հաստատագրեն մեր համազգային նպատակները։ Ըստ էության, եթե Անկախության հռչակագիր գոյություն չունենա, գոյություն չի ունենան նաև մեր հանրապետությունը։ Արդյունքում կունենանք ինչ-որ կազմավորում, որը չունի ինքնություն, դեմք, այլևս ազգային չէ ու հայկական չէ։

Մեր նպատակն է պաշտպանել մեր Անկախության հռչակագիրը, պաշտպանել մեր ինքնիշխանությունը։ Կարևոր է հստակ այլընտրանք առաջարկել այս աղետաբեր քաղաքական կուրսին, որը իրականացնում է իշխանությունը։ Մեր համաժողովն ունի երկու նպատակ՝ հստակ ներկայացնել Անկախության հռչակագրի կարևորությունը, ամբողջ իրավաքաղաքական համակարգը և միաժամանակ ցույց տալ, թե ինչով է կապված Անկախության հռչակագիրն ազգային պետության մեր տեսլականի հետ։

Ներկայացնելու ենք այն առաջիկա գործողությունները, որոնք պետք է իրականացնել, որպեսզի այս իշխանությանը հեռացնելուց հետո կարողանանք վերականգնել մեր ինքնիշխանությունը, պետության գոյության արժանապատիվ զարգացման իրավունքը»,- ասաց նա։

Չալաբյանը նշեց, որ ամբողջ համաժողովը նվիրված է այդ այլընանքի ներկայացմանը։

«Այն, ինչ այսօր ներկայացնելու ենք, իսկապես արմատապես տարբեվում է նրանից, ինչ իրականացվում է այսօր։ Ինչ վերաբերում է նրան, թե գործող իշխանությունները հրաժարվել են Սահմանադրական հանրաքվե իրականացնելու մտքից, ապա երկու բան կասեմ․ նրանք սկսել են հրաժարվել՝ հասկանալով, որ հասարակության մեջ այդ հարցի դժգոհությունն այն կարգի է, որ պարզապես որևէ շանս չունեն իրականացելու անկախության հռչակագրի չեղարկումը։

Դա Ալիևի պահանջն է ու կարծում եմ՝ իշխանությունները հասկացել են, որ այդ պահանջը բավարարելու որևէ օրինական շանս չունեն։ Եթե չպայքարենք դրա դեմ, նրանք կփորձեն դա իրականացնել զարտուղի ճանապարհով»,- ասաց Չալաբյանը։
