ՀԱՊԿ-ից և ԵԱՏՄ-ից դուրս գալը կարող է կործանարար հետևանք ունենալ մեզ համար. Արշակ Կարապետյան

Պաշտպանության նախկին նախարար, գեներալ-մայոր, «Համահայկական ճակատ» շարժման առաջնորդ Արշակ Կարապետյանը NEWS.am-ի հետ զրույցում խոսել է ՀԱՊԿ  անվտանգային հարցերի մասին։

Պարոն Կարապետյան արդեն մի քանի օր է՝ գործող իշխանությունը Նիկոլ Փաշինյանի գլխավորությամբ խոսում է Հայաստանի ՀԱՊԿ անդամակցության սառեցման մասին, ի՞նչ է դա ենթադրում:

Ես բազմաթիվ անգամ ասել եմ, և չեմ զլանա նորից կրկնել. անվտանգային միակ համակարագը, որ Հայաստանն անդամակցում է դա ՀԱՊԿ-ն է: ՀԱՊԿ կանոնադրությունը չի նախատեսում «սառեցված անդամակցություն» կարգավիճակ, ես չգիտեմ ՝ այդ տերմինն օգտագործելու խորհուրդ ով է տվել, կամ պահի տակ մտացած հռետորաբանության հերթական խոսք է, կամ Փաշինյանի փորհրդատուների անտեղյակության արդյունք:

Բայց փաստացի արդեն մի քանի ամիս է գործող իշխանությունը նշում է, որ Հայաստանը հեռանում է ՀԱՊԿ-ից:

Դա, կարծում եմ, կարող է շատ վտանգավոր լինել Հայաստանի Հանրապետության համար, ինչու եմ ասում Հայաստանի Հանրապետության, քանի որ ոչ մի իշխանություն հավերժ չէ: Նախկին խորհրդային այդ երկրների հետ Հայաստանին միայն ՀԱՊԿ-ն չի կապում: Մեր երկիրը նաև տնտեսապես կապված է, հայկական արտադրանքի առյուծի բաժինն այսօր իրացվում է այդ երկրներում: Լինելով ԵԱՏՄ անդամ պետություն՝ դու ունես շատ պարտավորություններ, վաղը կասեն սառեցնում են նաև անդամակցությունը ԵԱՏՄ-ին: Ես նոխորդ իմ հարցազրույցներում նշել եմ, որ մենք բազմաթիվ  թելերով կապված ենք Ռուսաստանի հետ, դուրս գալով ՀԱՊԿ-ից և ԵԱՏՄ-ից կարող է կործանարար հետևանք ունենալ մեզ համար:

Պարոն Կարապետյան, փաստացի հեռանալով ՀԱՊԿ-ից, ինչ ճակատագիր է սպասվում ռուսական ռազմաբազային:

Մեզ հետ այսօր խոսում են մի բանի համար, որ Հայաստանի տարածքում կա 102-րդ ռազմաբազան։ Մեր հետ միայն այդ հարցն են քննարկում, հենց այդ ռազմաբազան հետ քաշվեց հայ ժողովուրդ չի լինելու։ Այսօր 102-րդ ռազմաբազան իր տեղում է, հայ-թուրքական սահմանը պահվում է Ռուսաստանի կողմից։ Եթե 102-րդ ռազմաբազան դուրս գա սահմանապահները չեն մնալու, որովհետեւ սահմանապահն առանց օպերատիվ ապահովման չի կարող մնալ, ու եթե 102-րդ ռազմաբազան դուրս գա, սկզբում սահմանապահներն են դուրս գալու հետո նոր ռազմաբազան, կարգն այդպես է։ Իսկ մենք կմնանք Թուրքիայի դեմ միայնակ:

Պարոն Կարապետյան, Ձեր կարծիքով ի՞նչ սպասել ապագայում, ինչի՞ կարող ենք բախվել վաղը:

Ես հասկանում եմ, որպես մասնագետ ինչը կարող է մեզ համար անել Ռուսաստանը և ինչ կարող են անել ԱՄՆ-ը կամ այլ երկրներ։ Մենք այն պետությունը չենք, որ կարող ենք մեզ այդպես պահել։ Մենք փոքր պետություն ենք, բավականին փոքր հնարավորություններով։ Այսօրվա ղեկավարությունը մեծ խոչընդոտ է հանդիսանում մեր ժողովրդի զարգանալու եւ խաղաղ ապրելու համար։ Հինգ տարի է խոսում ենք խաղաղության մասին, բայց ամենաշատ ռազմական ոտնձգությունները եղել են հենց այդ հինգ տարում։ Հայ ժողովուրդը բավականին լուրջ աշխարհաքաղաքական սուբյեկտ է, որը պատմության մեջ միշտ եղել է ու մարդկության համար կարևոր նշանակություն է ունեցել։ Պետք չի լինել Նաստրադամուս, որ հասկանալ ինչ է լինելու։  Մեր թոռներն ու ծոռներն ասելու են՝այ էս ղեկավարի ժամանակ Հայաստանը եղավ այս վիճակում։ Ինչ ուզում են գրեն թղթերի վրա, ինչ օրենքներ ուզում են ընդունեն, ինչ ուզում են անեն, պատմությունը իրենց էն ամոթի, խայտառակ նկարները խփած է լինելու ապագա սերունդների պատմության գրքի մեջ։
