Հայաստանը ևս բարեկամական վերաբերմունք ունեցող երկրների շարքում է. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Երեկ Մոսկվայում ուշագրավ տվյալներ են ամփոփվել՝ կապված հետխորհրդային երկրներում կոմունիկացիոն ռեժիմների բարեկամական վերաբերմունքի վարկանիշների հետ: Նման հետազոտություն արդեն երրորդ տարին անընդմեջ անցկացնում է Հաղորդակցությունների զարգացման ազգային հետազոտական ինստիտուտը: Ի դեպ, նշվում է, որ մոնիտորինգի մեթոդոլոգիան և կիրառված տեխնոլոգիաները մշակված են ինստիտուտի կողմից և չունեն իրենց, այսպես ասած, «կրկնօրինակը», այսինքն, աննախադեպ են: Այս տարի հետազոտություններին մասնակցել է ռուսաստանյան և արտասահմանյան ավելի քան 400 փորձագետ՝ կրկնակի ավելի շատ, քան անցած տարի: Իրականացվել է 16 հետխորհրդային երկրներում տեղի ունեցած իրադարձությունների, պաշտոնական փաստաթղթերի, նշյալ երկրների ղեկավարների հայտարարությունների և լրատվամիջոցների մանրամասն վերլուծություն:

Ռուսաստանի հետ բարեկամական կոմունիկացիոն ռեժիմի շարքին է դասվել տասը երկիր՝ Հարավային Օսիա, Բելառուս, Աբխազիա, Ղրղզստան, Տաջիկստան, Ուզբեկստան, Ադրբեջան, Ղազախստան, Թուրքմենստան և Հայաստան: Վրաստանը գնահատվել է որպես համեմատաբար բարեկամական, իսկ հինգ երկիր գրանցել է բացասական ցուցանիշներ՝ Ուկրաինա, Լատվիա, Լիտվա, Էստոնիա և Մոլդովա: «Բարեկամության» ցանկում առաջատարը Հարավային Օսիան է՝ 93,5 միավորով: Հայաստանը եզրափակում է տասնյակը՝ 46 միավորով: Համեմատության համար նշենք, որ Վրաստանն ունի 12 միավոր: Հետազոտության արդյունքների ներկայացման ժամանակ Հաղորդակցությունների զարգացման ազգային հետազոտական ինստիտուտի տնօրեն Վլադիսլավ Գասումյանովը երեկ նշել է, թե ինչ հիմնական գործոններ են ազդում Ռուսաստանի նկատմամբ վերաբերմունքի փոփոխությունների վրա, այդ թվում՝ բացասական իմաստով:

Ի մասնավորի նա շեշտել է բևեռացման խորացումը, քաղաքակրթական խորացող տարանջատումը, անդրսահմանային կլաստերավորման համար նոր պայմանների ի հայտ գալը, ռազմական գործոնի ուժեղացումը և այլն:

Ի դեպ, նշենք, որ պրեզենտացիային ներկա են եղել ՌԴ նախագահի՝ արտասահմանյան երկրների հետ միջտարածաշրջանային և մշակութային կապերի վարչության պետի տեղակալ Անտոն Ռիբակովը, Ռուսաստանի ԱԳՆ Դիվանագիտական ակադեմիայի՝ գիտական աշխատանքների գծով պրոռեկտոր Օլեգ Կարպովիչը, ՌԴ սենատոր, Դաշնային խորհրդի պաշտպանության և անվտանգության հանձնաժողովի անդամ Նիկոլայ Կոնդրատյուկը, Հասարակության հետ կապերի ռուսաստանյան ասոցիացիայի նախագահ Եվգենի Մինչենկոն, Պետդումայի պատգամավոր Արկադի Սվիստունովը, Հաղորդակցությունների զարգացման ազգային հետազոտական ինստիտուտի դիտորդ խորհրդի անդամ, գեներալ-լեյտենանտ, իրավագիտության դոկտոր Նիկոլայ Գրիբինը:
