Հրայր Կամենդատյանը ֆեյսբուքյան իր էջում գրել է. 

Հարգելի հայրենակիցներ: Համառոտ կերպով անդրադառնալու ենք կառավարչական այն քաղցկեղին, որը բնորոշ է Հայաստանի Հանրապետության ենթակառուցվածքների բնագավառում մասնագիտական գիտելիքներ չունենալու փաստին եվ այն իրականությանը,երբ դրան գումարվում է ոտքի վրա որոշումներ կայացնելու գավառական անմիտ վճռականությունը։ Նման սինթեզը, որպես կանոն, դատապարտված է տնտեսության մեջ ,իսկ հեղինակները, կատարողները շատ արագ հայտնվում են կոտրած տաշտակի առջև։

Երեկ երկրի կառավարչական վերնախավը գնացել էր հանդիպման քաղաքացիական ավիացիայի պատասխանատուների հետ։ Հանդիպման թամադան իր հետ բերման էր ենթարկել 30-40 հոգի փոխ վարչապետներ, նախարարներ, բազմաթիվ հայտնի կամ անհայտ քպ-կան անձանց ,որոնցից և ոչ մեկը քաղաքացիական ավիացիայի հետ ոչ մի կապ չուներ եվ պարզապես հոգեհանգստի մասնակցի դեմքով շարվել էին սեղանի շուրջ։Անհասկանալի տոկոսներ արտաբերող ,շիկնած,համարյա շնչազուրկ մի մասնագետ պաշտոնյայից հետո,երկրի առաջին պաշտոնյան տվեց մի շատ կարևոր հարց։Նոր բերված Բոինգով բեռ տեղափոխել եք?)) Իմիջայլոց հարցումը կատարվում էր զարմանալի խորաթափանց հայացքով,հզոր տնտեսվարողի գլխի յուրօրինակ շարժումներով,կեռանման հոնքերի թեքությամբ եվ մեզ բոլորին ծանոթ ձայնային ֆալցետով։

Իհարկե, մեր օրերի խոշոր ղեկավարի խստապահանջ աչքերի ոլորոցի տակ, հանդիպումը վերածվում է անգրագետի և քիչ թե շատ մասնագետների բիսեդկայի զրույցի, որի ընթացքում չեն քննարկվում նոր բերված ինքնաթիռի համար անհրաժեշտ մասնագիտական ցուցանիշերը,այդ թվում'
