Բախվում են հանրային ու բիզնես շահե՞րը. ի՞նչ կապ ունի քաղաքապետարանի պաշտոնյան «Քանաքեռ-Զեյթուն» ծննդատան շուրջ աղմուկի հետ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Վերջին օրերին տեղեկություններ են շրջանառվում Երևանի «Քանաքեռ-Զեյթուն» ծննդատան աշխատանքի պարալիզացման, հիվանդանոցի աշխատակիցների՝ իրենց աշխատավարձերը չստանալու և այլ խնդիրների մասին:

Նշենք, որ ծննդատունը 2020 թ.-ին Երևանի ավագանու որոշմամբ հավատարմագրային կառավարման է տրվել «ԴԵ ՎԻ ՍԱՆ» ՍՊԸ-ին: Այժմ բարձրաձայնվում է հիվանդանոցում առկա բազմաթիվ խնդիրների մասին: Այս խնդիրների հետ կապված «Փաստը» ստացել է նամակ, որտեղ շոշափվում է Երևանի քաղաքապետարանի առողջապահության վարչության պետի ժամանակավոր պաշտոնակատար Դավիթ Կարապետյանի անունը, որը, ըստ նամակագիրների, «լծված է ծննդատունը պարալիզացնելու և հիվանդանոցին տիրանալու գործին»:

«Փաստը» մեկնաբանության համար դիմեց Դավիթ Կարապետյանին՝ խնդրելով պարզաբանել, թե ինչի մասին է խոսքը, ինչու է իր անունը շրջանառվում: «Ասեմ, թե ինչու է իմ անունը շոշափվում, որովհետև կանգնած եմ պետության և համայնքի կողքին, պաշտպանում եմ հանրային շահը: Բնականաբար, մարդիկ, որոնք ունեն բիզնես շահեր և կորցնում են իրենց ունեցվածքի ինչ-որ մի հատվածը, պետք է դուրս գան իմ դեմ»,-ասաց Կարապետյանը:

Այնուամենայնիվ, ի՞նչ խնդիր կա՝ կապված «Քանաքեռ-Զեյթուն» ծննդատան հետ: «Խնդիր իրականում կա, և այն իրավական դաշտում է: Պարտավորությունները չկատարելու հիմքով կնքված պայմանագիրը ենթակա է միակողմանի խզման, այս պահին դա վիճարկվում է դատարանում: Դատարանում պրոցեսն ուշանում է, հիմա իրավական այլ լուծում ենք փնտրում, որովհետև խաթարվում են մարդկանց իրավունքները՝ աշխատավարձերի չվճարման մասով, ինչպես նաև չի պահպանվում հանրային շահը, այսինքն՝ հղիները, որոնք ուզում են այդ հիվանդանոցում ծննդաբերել կամ բուժում ստանալ, չեն կարողանում իրականացնել պետության կողմից երաշխավորված բուժումը: Դա հարվածում է հանրային շահին: Ես հանրային շահի կողմնակիցն եմ: Որպես պետական պաշտոնյա՝ Երևանի քաղաքապետարանի ենթակայության տակ գործող բժշկական հիմնարկների կազմակերպիչ և առողջապահության վարչության պետ, պարտավոր եմ նաև դա անել»,-եզրափակում է Դավիթ Կարապետյանը:
