Ե՞րբ կգնա Նիկոլը, ու կգա նոր փուլ. մաս 2. Վահե Հովհաննիսյան

«Այլընտրանքային նախագծեր» խմբի անդամ, նախկին պատգամավոր Վահե Հովհաննիսյանը «Ե՞րբ կգնա Նիկոլը, ու կգա նոր փուլ. մաս 2» վերտառությամբ հոդված է հրապարակել։

Հոդվածը ստորև՝  

Բոլոր սոցհարցումները ցույց են տալիս, որ երկրում կա փոփոխությունների մեծ պահանջ։ 

Բայց այսօր հասարակությանն առաջարկվում է «փոփոխությունների» հետևյալ բանաձևը. Նիկոլ՝ նոր աղետով, կամ՝ հնի ռեստավրացիա (գոնե այդպիսին է հասարակության ընկալումը)։ Այդ պատճառով էլ մարդիկ փակվել են իրենց տներում։

Նստել ու սպասել Նիկոլի գնալուն ու նորմալ մարդկանց իշխանության գալուն՝ նույնն է, թե նստել ու սպասել հետագա աղետներին։ Փոփոխությունը գալու է, երբ մենք մարդկանց պարզ ասենք՝ ի´նչ ենք անելու, ի´նչ ենք առաջարկում մեր ժողովրդին՝ Նիկոլի գնալուց հետո, և վերջապես՝ ովքեր ենք «մենք»։ Լուծումը նոր քաղաքական միտքն է՝ Հայաստանի հետպատերազմական վերականգնման նոր փաթեթ, նոր տեսլական ներկայացնող ուժեր, որոնք նաև կստանձնեն այդ փաթեթի իրականացման պատասխանատվությունը։ Այդ մարդիկ պետք է նոր ձևաչափերով, նոր ասելիքով, նոր գաղափարներով խոսեն նախ՝ իրար հետ և հետո՝ հասարակության հետ: Զրո էմոցիա, զրո գավառական հայրենասիրություն, միայն ռացիոնալ-սառը ծրագրեր։ Մարդկանց պետք է ազատել հետոյի անորոշությունից։ Երբ քաղաքացին հասկանա, թե իր հետ, իր ընտանիքի հետ ինչ է լինելու, պետության հետ ինչ է լինելու, կդադարի վախենալ անորոշությունից և վերջապես դուրս կգա տնից։

Մնացել է կես քայլ

Իրականում ապագայի պատասխանատվության թիմերի ձևավորմանը մնացել է կես քայլ։ Ողբերգական կյանքը ստիպեց, որ հընթացս ձևավորվի նոր անվանացանկ՝ սկզբունքային, գրագետ, պարկեշտ մարդկանցից (կամ՝ ծանոթ դեմքեր նոր պայմաններում հանդես եկան նոր որակներով), մարդկանց, որոնց կյանքի իմաստն այլևս միայն պետություն պահելն է։ Այս մարդկանց թիվը բավականին մեծ է. նրանց կգտնենք հանրային հարթակներում, եկեղեցում, ցավոք՝ նաև բանտերում։ Վերջին դժվար կես քայլի վրա ենք։ Պետք է հաղթահարենք մի շարք տեսանելի և կռահելի արգելքներ.

1.     Ներքին խանդ, խարդավանք
2.     Չհիմնավորված անձնական ամբիցիաներ
3.     Ռեսուրսի բացակայություն

Իհարկե, պետք է ընդունել, որ ոչ բոլորն են ազնիվ ու ոչ բոլորի համար է պետական շահը զբաղեցնում առաջին հորիզոնականը։ Իհարկե, կան դեպքեր, երբ անձնական բարեկեցությունը կամ գույքն են առաջին տեղում։ Խնդիր կա նաև չհիմնավորված ամբիցիաներ ունեցողների հետ, ինչը խանգարում է լայն ու բազմազան շրջանակների միջև առողջ գործընկերային հարաբերություններ ստեղծելուն։ Այս երկու խնդիրն էլ կարելի է լուծել պրոցեսի հենց սկզբից՝ խաղի ճիշտ կանոններ ֆիքսելով և խստորեն պահելով դրանք։

Հայաստանի նոր պատասխանատվության թիմը կհաստատի Նիկոլի ասածը, որ մենք, այո, գնում ենք ականապատված դաշտով, և գուցե իրոք կա միայն մեկ ճիշտ ճանապարհ, բայց կֆիքսի, որ դաշտը թո'ւրքը չի ականապատել։ Հայաստանի նոր պատասխանատվության թիմը պետք է փոխի հանրային դոմինանտ գիտակցությունը. մեր աղետների պատճառը թուրքը չէ, թուրքին հնարավոր է կանգնեցնել, բայց հային կանգնեցնելու ձևը չենք գտնում։ Ներքին փոփոխություն է պետք, որի մարդկային ռեսուրսը կա։ Պայքարի մյուս, նյութական ռեսուրսների մասին՝ հաջորդիվ։
