Արտաքին քաղաքական վեկտորը փոխելու փաշինյանական քայլերը չափազանց վտանգավոր են. Արշակ Կարապետյան

Հայաստանի վարչապետ Նիկոլ Փաշինյանի բրիտանական «Տելեգրաֆին» տված հարցազրույցը հերթական հայ-ռուսական սրման պատճառ կարող է դառնալ։ Մասնավորապես իր այդ հարցազրույցում Նիկոլ Փաշինյանը հստակ չի պատասխանել հարցին. «Եթե Ռուսաստանի նախագահ Վլադիմիր Պուտինը ժամանի Երևան նրան կձերբակալեն, թե՝ ոչ»։

Հայաստանը միջազգային քրեական դատարանի Հռոմի ստատուտը վավերացրել էր փետրվարին, իսկ օրեր առաջ պաշտոնապես դարձել է այդ կառույցի անդամ։

Միջազգային քրեական դատարանն Ուկրաինայում հատուկ գործողության պատրվակով հետախուզում է հայտարարել Ռուսաստանի նախագահի դեմ։ Իհարկե, ո՛չ Հայաստանը, և ո՛չ էլ որևէ եվրոպական երկիր չի համարձակվի ձերբակալել Վլադիմիր Պուտինին, խնդիրն ավելի շուտ քաղաքական է և բարոյական։ Մոսկվան բազմիցս արտահայտել է իր դժգոհություններն այս կապակցությամբ, նշել, որ Հայաստանի քայլը բարեկամական չեն համարում, ընդ որում, երբ պաշտոնական Երևանը մի քանի անգամ էլ պնդել է, թե Միջազգային քրեական դատարանին անդամակցվելու հարցը բոլորովին կապ չունի Ռուսաստանի հետ։ Պնդելը՝ պնդում է, սակայն հենց բառացիորեն նախօրեին Նիկոլ Փաշինյանը որևէ հստակ պատասխան չի տվել։ Արդյունքում Կրեմլը ստիպված է եղել արձագանքել։ ՌԴ նախագահի մամուլի քարտուղար Դմիտրի Պեսկովը նշել է, թե՝ «Նոր իրողությունը չի կարող բացասաբար չանդրադառնալ երկկողմ հարաբերությունների վրա, ուստի Կրեմլը հստակ հավաստիացումներ է պահանջում Երևանից»։
Ըստ Պեսկովի՝ վճռական է հարցը քննարկել հայ գործընկերների հետ, մինչև Վլադիմիր Պուտինի հնարավոր այցը Հայաստան։

Նույն այդ հարցազրույցում Փաշինյանը մի քանի անգամ պնդել է դեպի Եվրոպա իր շրջադարձի անհրաժեշտության մասին, նշել, թե թեև ՆԱՏՕ-ի անդամկցելու ծրագրեր չկան, Ռուսաստանի հետ նույն անվտանգային համակարգից դուրս գալու պլաններ Երևանն այս պահին չունի, բայց շարունակում են դիվերսիֆիկացնել Հայաստանի անվտանգությունը։
Փաստացի, բրիտանական պարբերականին Նիկոլ Փաշինյանն օգտագործել է Եվրոպային հերթական մեսիջներն ուղղելու և հակառուսական նարատիվներ տարածելու ուղղությամբ։

Փաշինյանի այս գործողությունները չի կարող աննկատ մնալ Կրեմլում, ուստի և դեռ միայն Հռոմի ստատուտի վերաբերյալ արձագանքն է ստացվել, սակայն առաջիկայում հնարավոր է նաև նոր արձագանքներ, իսկ այն, որ Հայաստանը ՀԱՊԿ-ի, Ռուսաստանի, ԵԱՏՄ-ի հետ հարաբերություններում չափազանց լուրջ խնդիրներ է հարուցում, որևէ մեկի համար կասկած չկա։

«Համահայկական ճակատ» շարժման առաջնորդ, պաշտպանության նախկին նախարար Արշակ Կարապետյանը դեռ ամիսներ առաջ տված իր հարցազրույցում նշել էր, որ արտաքին քաղաքական վեկտորը փոխելու փաշինյանական քայլերը չափազանց վտանգավոր են։ Գործող իշխանություններն իրենց դիլետանտության պատճառով չեն հասկանում, որ արտաքին քաղաքական վեկտորի փոփոխությունը պետք է իրականացնել բոլոր ուղղություններով՝ խնդիրների չբախվելու համար, մինչդեռ ընդամենը մեկ ուղղությամբ նման փորձեր կատարելով, Հայաստանն իրեն դնում է չափազանց տհաճ և վտանգավոր իրավիճակի մեջ։ Արդյունքում տնտեսական և քաղաքական լրջագույն խնդիրների կարող է բախվել, ընդ որում պաշտպանության նախկին նախարար Արշակ Կարապետյանը, որը բավականին քաջատեղյակ է իշխանության ներսում կատարվող իրողություններից, հստակ փաստում է, որ Հայաստանի կառավարությունը դրված է արտաքին հեռակառավարման վրա, իսկ հեռակառավարման վահանակը գտնվում է Հայաստանում ԱՄՆ դեսպանատանը։
