Ինչպե՞ս են բաշխվել ու ծախսվել պետական միջոցները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

2023 թվականին նշվում էր հայ մեծանուն կոմպոզիտոր Արամ Խաչատրյանի 120-ամյակը: Տարվա ընթացքում կազմակերպվեցին տարաբնույթ միջոցառումներ ինչպես Հայաստանում, այնպես էլ երկրի սահմաններից դուրս: ԿԳՄՍ նախարարությունը 556 մլն 436, 8 հազար դրամ հատկացրեց միջոցառումների անցկացման համար, իսկ այդ գումարը բաշխվել է հետևյալ կերպ՝ «Հայաստանի ազգային ֆիլհարմոնիկ նվագախումբ» (244 մլն 431 հազար դրամ), «Ալ. Սպենդիարյանի անվան օպերայի և բալետի ազգային ակադեմիական թատրոն» (111 մլն), «Արամ Խաչատրյան» մշակութային հիմնադրամ (74 մլն դրամ), «Հայաստանի պետական սիմֆոնիկ նվագախումբ» (48 մլն 340,6 հազար դրամ), «Կամերային երաժշտության ազգային կենտրոն» (30 մլն), «Արամ Խաչատրյան տուն-թանգարան» (21 մլն 245,6 հազար դրամ), «Երևանյան հեռանկարներ միջազգային երաժշտական փառատոն» ՀԿ (10 մլն դրամ), «Չարենցավանի Ա. Խաչատրյանի անվան մանկական երաժշտական դպրոց» ՀՈԱԿ (7 մլն 999, 2 հազար դրամ), «Հայաստանի պետական ֆիլհարմոնիա» (4 մլն 820,4 հազար), «Երևանի Կոմիտասի անվան պետական կոնսերվատորիա» (4 մլն 600 հազար):

Ողջունելի է, որ նման մեծության հոբել յանը նշելու համար ներգրավվում են ՊՈԱԿ-ները և մյուս կազմակերպությունները՝ ստանալով պետական աջակցություն, բայց համաձայնեք՝ հարցեր է առաջացնում այն հանգամանքը, որ, օրինակ՝ մի ՊՈԱԿ-ը կարող է մյուսից հինգ անգամ ավելի ֆինանսավորում ստանալ, ընդ որում՝ այստեղ կարևոր է հասկանալ, թե ինչպե՞ս են ծախսվել ֆինանսական միջոցները՝ նաև արդյունքի ստացման տեսանկյունից: 2023 թ.-ին ստեղծվեց Արամ Խաչատրյանի ծննդյան 120-ամյակի հոբելյանական հանձնաժողով: Տեղի ունեցավ մամուլի ասուլիս, խոսվեց անելիքների մասին, սակայն կատարված արդյունքների մասին նույն հանձնաժողովը հաշվետու ասուլիսով հանդես չեկավ, որի ընթացքում կներկայացներ, թե ի՞նչ արվեց, ինչպե՞ս և որտե՞ղ ներկայացվեցին հայ մեծանուն կոմպոզիտորի ստեղծագործությունները: Թերևս ընթերցողն էլ կհամաձայնի, որ բավականին մեծ գումար է հատկացվել տարվա կտրվածքով միջոցառումների անցկացման համար, ինչը միանշանակ ողջունելի է:

Մշակույթը ներկայացնելու համար չպետք է խնայողություններ անել, սակայն կարևոր է՝ հատկացված ֆինանսական միջոցները ծառայե՞լ են իրենց նպատակին, այն է՝ որ աշխարհում ևս մեկ անգամ հնչեր Արամ Խաչատրյանի և նրա միջոցով Հայաստանի ու հայ ժողովրդի անունը: «Փաստը» գրավոր հարցումներով պարզել է, թե կազմակերպություններից մի քանիսն ինչպես են ծախսել պետությունից ստացված դրամական միջոցները և առաջիկայում այս թեմային վերաբերող ուշագրավ մանրամասներ կներկայացնի:
