ՊՆ-ում ձախողված բարեփոխումները գցում են զորակոչի վրա

44-օրյա պատերազմում հայկական կողմի պարտության առանցքային պատճառներից մեկն էլ զորակոչի խայտառակ վատ կազմակերպումն էր։ Գործող իշխանություններն այդ առումով որևէ դրական քայլ չեն արել արդեն 3 տարի շարունակ, անգամ պաշտպանության նախարար Սուրեն Պապիկյանը նախօրեին ստիպված է եղել անդրադառնալ զորակոչին, ասել, թե այս առումով մտահոգիչ խնդիրներ կան։ «Այս ուղղությամբ մենք հիմա աշխատանք ենք տանում, ծառայելու պատրաստակամության պակաս ունենք, շատերը փորձում են զարտուղի ճանապարհներով խուսափել զինվորական ծառայությունից, կա հանձնարարական բոլոր պատկան մարմիններին դրանով զբաղվել»,- ասել է Պապիկյանը, նաև հայտարարել, թե, իբր բանակում, ոչ կանոնադրական հարաբերությունների մասով, նախարարությունը հսկայածավալ աշխատանք է տանում։
 
Իրականում, պաշտպանության նախարարի այս հայտարարությունները ոչ այլ ինչ են, քան պարզ կեղծիք։ Զորակոչից խուսափելու դրվագներ եղել են Հայաստանի ողջ պատմութան ընթացքում, այդ թվում 90-ականներին, Առաջին պատերազմի ժամանակ, երբ իշխանությունը ստիպված էր ուժով շատերին զորակոչել և տեղափոխել առաջնագիծ։ Այսօր էլ իրավիճակը գնալով ավելի խորանում է։ Ինքը՝ վարչապետի պաշտոնը զբաղեցնող Նիկոլ Փաշինյանը, ևս զորակոչի մասով լրջագույն խնդիրներ է տեսնում, նշում, որ զորակոչվողների գրեթե կեսը տարբեր միջոցներով խուսափում են ծառայությունից, հատկապես պատերազմից հետո Հայկական բանակում ստեղծված իրավիճակը շատ ծնողների պարտադրում է բոլոր միջոցները՝ այդ թվում գումարով և այլ կերպ, իրենց զավակներին ազատել ծառայությունից։
 
Այդ իրավիճակը խորացնում է նաև ոչ կանոնադրական հարաբերությունները հայակական բանակում։ Ի սկզբանե Նիկոլ Փաշինյանը և իր թիմը խոստացել էին այդ առումով լուրջ աշխատանք տանել, սակայն բանակում զինծառայողների միջև խնդիրների, սպանությունների, ինքնասպանությունների մասով ոչ միայն առաջընթաց չկա, այլ իրավիճակը գնալով ավելի է վատթարացել, ուստի և քանի դեռ այս վարչախումբը գտնվում է իշխանության ղեկին, որը բացարձակապես անընդունակ է Հայկական բանակի բարեփոխումների ուղղությամբ լուրջ աշխատանք տանել, մարդիկ շարունակելու են զարտուղի ճանապարհներ փնտրել իրենց զավակներին բանակային ծառայությունից զերծ պահելու համար։
