Անփոփոխ առաջատար, ուշագրավ անակնկալներ հարկատուների ցանկում. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Պետական եկամուտների կոմիտեն հրապարակել է 2023 թվականի 1000 խոշոր հարկատուների ցանկը: Առաջատարը դարձյալ անփոփոխ է. խոսքը Զանգեզուրի պղնձամոլիբդենային կոմբինատի մասին է, որն արդեն քանի տարի գլխավորում է խոշոր հարկատուների ցուցակը: Ընդ որում, ԶՊՄԿ-ի վճարած հարկերը մշտապես անհամեմատ շատ են նույնիսկ երկրոդ հորիզոնականում գտնվող ընկերությունից: 2023 թվականին ԶՊՄԿ-ն պետբյուջե է վճարել մոտ 71 մլրդ դրամ: Չնայած առաջատարն անփոփոխ է, սակայն ցանկի հատկապես տասնյակում շատ ուշագրավ փոփոխություններ կան, որոշ դեպքերում՝ նույնիսկ անակնկալներ։ Ի մասնավորի, տեղերով փոխվել են, մարզական լեզվով ասած, «արծաթե և բրոնզե մեդալակիրները»:

Եթե 2022 թվականի ցուցանիշներով երկրորդ հորիզոնականում «Գազպրոմ Արմենիան» էր, երրորդը՝ «Գրանդ տոբակոն», ապա 2023 թվականի տվյալներով հակառակ պատկերն է: Հայաստանի տնտեսության բնորոշ ցուցիչներից է, որ 4-րդ և 5-րդ հորիզոնականներում են էլեկտրատեխնիկայի և բջջային հեռախոսների ներկրմամբ ու վաճառքով զբաղվող ընկերությունները՝ «Մոբայլ սենթրը» և «Փրիթի ուեյը» (Վեստա): Եթե առաջինը 2022 թ. համեմատ վեր է բարձրացել 3 հորիզոնականով՝ վճարած հարկերն ավելացնելով գրեթե կրկնակի, ապա երկրորդը՝ 17 հորիզոնականով՝ մոտ չորս անգամ ավելի վճարած հարկերով: 1000 խոշոր հարկատուների ամենամեծ «հայտնություններից» մեկը առցանց առևտրով զբաղվող «Վայլդբերիզ» ընկերությունն է, որը 2022 թվականի 346-րդ տեղից 2023 թվականի ցուցանիշներով հայտնվել է...

6-րդ հորիզոնականում: Այս հանգամանքը մասնագետները մեկնաբանում են տարբեր գործոններով՝ սկսյալ այն հանգամանքից, որ առցանց առևտուրը ՀՀ–ում շատ մեծ ծավալների է հասել, մինչև հարկային վարչարարության հետ կապված խնդիրներ: 2023 թ. հունվար-դեկտեմբեր ամիսների տվյալներով 1000 խոշոր հարկատուների ցանկում ներառվել է 70 ՏՏ ընկերություն, որոնք պետբյուջեի համար ապահովել են 75 մլրդ դրամի եկամուտ՝ 44%-ով ավելի, քան նախորդ տարի։ Սակայն, մասնագետների կարծիքով, չնայած այս տվյալներին, ոլորտում գնալով խորանում են խնդիրները «գետնի վրա»: Մյուս խոշոր փոփոխությունը վերաբերում է բանկային համակարգին:

Ճիշտ է, 2023 թվականի ընթացքում արդեն իսկ հասկանալի էր, որ այս ոլորտը լուրջ ցուցանիշներ է արձանագրելու, այդուամենայնիվ, վերջնական արդյունքները բավական տպավորիչ են: Առաջին անգամ տարեկան արդյունքներով հայկական բանկերը հայտնվել են լավագույն տասնյակում: Խոսքը «Ամերիաբանկի» և «Արդշինբանկի» մասին է, որոնք, համապատասխանաբար, 7-րդ և 8-րդ հորիզոնականում են: Բայց այդ մասին՝ հետագա հրապարակումներում, երբ հարկատուներին կանդրադառնանք ըստ ոլորտների:
