Կարեն Կարապետյանի փողերն ու տնտեսությունը

Արցախում արձակուրդն անցկացնող Կարեն Կարապետյանն ասել է, որ իր ընտանիքով պատրաստվում է Արցախի սահմանամերձ գոտիներից մեկում 200 հեկտար նռան այգի հիմնել: Այս նախաձեռնությունը բնականաբար ոգևորությամբ է ընդունվել, հաշվի առնելով ներդրումի չափն ու դրա վայրը ՝ Արցախը, որ Հայաստանի անվտանգության կարևոր օղակն է դարձել: Սակայն տնտեսական իմաստով հարցը մի քանի թաքնված կողմ ունի:
Սա Կարապետյանի առաջին անձնական նախաձեռնությունը չէ տնտեսության զարգացման իմաստով: Նա Գյումրիում էլ իր անձնական միջոցներից փորձում է որոշակի աշխուժություն մտցնել և բարելավել իրավիճակը: Կարապետյանի այս անձնական նախաձեռնությունները, հիշեցնում են Ծառուկյանի ՝ տնտեսության բարելավման մոտեցումներն ու մի շարք հարցեր առաջացնում:
* Նախ, որտեղից Կարապետյանին այնքան միջոցներ, որ նա կարողանում է նման մեծ նախագծեր իրականացնել իր գրպանից: Մենք իհարկե գիտենք, թե որտեղից, գիտենք, թե ինպիսի կառույց է Գազպրոմը Հայաստանում և մանավանդ Ռուսաստանում: Հարցը հռետորական է: Հաճախ հայաստանցի պաշտոնյաները պախարակվում են իրենց ահռելի ունեցվածքի համար, իսկ Կարապետյանի հանդեպ հասարակության համակրանքը կարծես նրան զերծ է պահում այդ հարցադրումներից:
* Ենթադրենք Կարապետյանի անձնական կապիտալի հետ խնդիր չկա, ամեն ինչ կարգին է: Միթե տնտեսության զարգացումը անձնական նախաձեռնությամբ են անում, միթե համակարգված տնտեսական կոնցեպցիային փոխարինում է անձնական նախաձեռնությունը: Պատահական չէր Գագիկ Ծառուկյանի հիշատակելը: Վերջինս էլ տնտեսության զարգացումը պատկերացնում է բացառապես անձնական նախաձեռնության կոնտեքստում ՝ օգնել, գումար տալ, աշխատատեղ ստեղծել և այլն: Այն դեպքում, երբ պետությունը պետք է ոչ թե գումար տա, ոչ թե աշխատատեղ ստեղծի, այլ հնարավորություններ ու խաղի կանոններ սահմանին, որպեսզի քաղաքացիներն իրենք աշխատատեղ ստեղծեն ու գումար աշխատեն:
* Եվ վերջին հարցադրումը: Թե Գյումրիում, թե Արցախում վարչապետի նախաձեռնությունների արդյունավետությունը կասկածելի է: Գյումրիի նախաձեռնության թիրախը տուրիստական է՝ փորձ է արվում Գյումրին դարձնել զբոսաշրջիկների համար ավելի հաճելի վայր: Եվ սա արվում է առանց համապատասխան ինֆրոստրուկտուրաների կայացման, առանց Գյումրի տանող նորմալ ճանապարհների, առանց Գյումրիում մատչելի հյուրանոցների, գիշերային կյանքի առկայության: Արցախի նախաձեռնությունը ևս կասկածելի է արդյունավետության իմաստով: Արցախն իրոք կարիք ունի մեծ ներդրումների: Բայց արդյոք գյուղատնտեսությունն այն ճյուղն է, որի վրա պետք է այդքան գումար դնել: Վարչապետը հաճախ է սիրում խոսել մուլտիէֆեկտի մասին: Ո՞րն է լինելու գյուղատնտեսության մեջ մեծ քանակությամբ մարդկանց ներգրավվելու իմաստը, եթե դա որևէ հեռանկար չունի զարգացման, որևէ տեխնոլոգիական առաջընթաց չի խոստանում:

Հայաստանին պետք է տնտեսական կոնցեպտ, կոնկրետ կոնցեպտ՝ նպատակներով, խնդիրներով, հավասար խաղի կանոններով՝ գրված, թե չգրված: Եթե այդ ամենը չկա, մենք գործ ունենք ընդամենը իրավիճակային որոշումների հետ, որոնք անկախ մղումների ազնվությունից որևէ տեղ չեն տանելու:
