Կրճատումներ ոստիկանությունում․ Փաշինյանը ՆԳՆ-ում է

ՀՀ ներքին գործերի նախարարությունում կօպտիմալացվի 629 հաստիք՝ արդյունավետ կառավարում ունենալու և գործառույթների կրկնակիությունը բացառելու սկզբունքով։ Ներքին գործերի նախարարության 2023թ. գործունեության հաշվետվությունը ներկայացվել է ՀՀ վարչապետ Նիկոլ Փաշինյանին։

Նշվում է, որ 2023-ին հաստատվել են նախարարության և ենթակա 3 պետական մարմինների կանոնադրություններն ու կառուցվածքը, նախարարության թվակազմը։ Կառուցվածքային ստորաբաժանումների գերակշիռ մասը մրցութային ձևաչափով ձևավորվել և գործում է։
Փաշինյանին զեկուցել են, որ ոստիկանության կառուցվածքային վերափոխման շրջանակում ծառայությունը զարգանալու է որպես մասնագիտական կառույց 4 հենասյունային ուղղություններով՝ քրեական ոստիկանություն, պարեկային ծառայություն, ոստիկանական գվարդիա և համայնքային ոստիկանություն։ Վերացվելու են ոստիկանության մարզային վարչությունները, 4 հիմնական ուղղություններով ստորաբաժանումները Երևանում և մարզերում ունենալու են իրենց տարածքային ստորաբաժանումները՝ ուղղաձիգ և արդյունավետ կառավարմամբ։ Օրենսդրական, կառուցվածքային փոփոխությունները, կառավարման սխեմաները։

Ընդգծվել է, որ յուրաքանչյուր մարզում պարեկային ծառայությանը զուգահեռ ձևավորվել են նաև ծառայության գործունեությանն օժանդակող օպերատիվ կառավարման կենտրոններ, որոնք հանդիսանում են քաղաքացիներից ահազանգերի ընդունման կենտրոններ, անհրաժեշտության դեպքում՝ մոտեցնում պարեկային կարգախումբ։

Պարեկային ծառայությունում կին պարեկների ներգրավման խթանման նպատակով հայտարարվել է նոր ընդունելություն, որտեղ գերակշիռ տեղերը հատկացվել են կին դիմորդներին։ Ընդունելության արդյունքներով 140 կին մասնակցել է ծառայության շարքերը համալրելու նպատակով անցկացվող քննություններին։

Բացի այդ, ներկայացվել է, որ ՆԳՆ ձևավորմամբ պայմանավորված՝ ներկայումս ընթանում է ՆԳՆ կրթահամալիրի և ճգնաժամային կառավարման պետական ակադեմիայի միավորման գործընթաց, որի նպատակով ձևավորվել է աշխատանքային խումբ, այդ թվում՝ միջազգային կազմակերպությունների ներկայացուցիչներից:

Նիկոլ Փաշինյանը նշել է, որ կրթական ենթակառուցվածքները պետք է ինտեգրել ակադեմիական քաղաքում և սկսել նախ հայեցակարգային հատվածի նախագծումը:
