Որքան են կազմելու կարմիր գծերի տուգանքները

Սեղմեք ԱՅՍՏԵՂ, լրացրեք օնլայն հայտը և մոռացեք հոսանքի վարձի մասին

Հունվարի 1-ից Երեւանի` կարմիր գծանշումներով ավտոկայանատեղիներում կայանելու համար սահմանվել են նոր դրույքաչափեր, որոնք այսուհետ կհաշվարկվեն ըստ գոտիների: «Ա» գոտում կայանման մեկ ժամի համար սահմանված է 300 դրամ, մեկ օրվա համար` 2 հազար դրամ, մեկ շաբաթվա համար` 5 հազար դրամ, մեկ ամսվա համար՝ 18 հազար դրամ, իսկ մեկ տարվա համար` 160 հազար:

(«Ա» գոտին ներառում է Երևանի Սուրբ Գրիգոր Լուսավորիչ, Ագաթանգեղոս, Խանջյան, Ալեք Մանուկյան, Չարենց, Կորյուն, Աբովյանի պուրակ, Իսահակյան, Մոսկովյան, Սարյան և Լեոյի փողոցների շրջանակը՝ մասնավորապես Արամի, Ամիրյան, Բուզանդի, Գևորգ Քոչարի, Զաքյան, Զորյան, Թումանյան, Իտալիայի, Լեոյի, Կարեն Դեմիրճյան, Կողբացու, Հանրապետության, Մելիք Ադամյան, Մհեր Մկրտչյան /Տիգրան Մեծի պողոտայից մինչև Խորենացու փողոց /Հանրապետության փողոցի մի հատվածը/, Պուշկին, Սարյան, Վազգեն Սարգսյան, Տպագրիչների, Իսահակյան, Մովսես Խորենացու /Մաշտոցի պողոտայից մինչև Ագաթանգեղոսի փողոց հատված/, Մոսկովյան, Նալբանդյան, Վարդանանց /Սախարովի հրապարակից մինչև Խանջյան փողոց/, Տերյան, Ալեք Մանուկյան, Աբովյան, Չարենցի, Կորյունի, Ագաթանգեղոսի, Սուրբ Գրիգոր Լուսավորիչ, Բեյրութի, Խանջյան, Պարոնյան փողոցները, Բաղրամյան /Մաշտոցի պողոտայից մինչև Իսահակյան փողոց/, Մաշտոցի, Սայաթ Նովայի, Տիգրան Մեծի /Հանրապետության հրապարակից մինչև Ագաթանգեղոս փողոց հատված/ պողոտաները, Շահումյան և Սախարովի հրապարակները):

«Բ» գոտում կայանման մեկ ժամի համար սահմանված է 200 դրամ, մեկ օրվա համար՝ 1000 դրամ, մեկ շաբաթվա՝ 2000 դրամ, մեկ ամսվա` 4000 դրամ, մեկ տարվա համար՝ 24000 դրամ: («Բ» գոտին ներառում է «Ա» գոտուց դուրս գտնվող փողոցները, պողոտաները և հրապարակները): Ի դեպ, մինչև 15 րոպե կայանելու դեպքում գումար չի գանձվում, իսկ 15 րոպեից ավելի կայանելիս մեկ ժամվա համար սահմանված գումարը պետք է վճարվի նախապես` կայանելու պահից 15 րոպեի ընթացքում: Մի մանրամասն էլ.  ժամը 22:00-ից մինչև առավոտյան 09:00 ավտոմեքենաների կայանումն անվճար է, և տեղական տուրք չի գանձվում: 

Մենք հետաքրքրվեցինք` արդյո՞ք բարձրանալու է նաեւ ավտոկայանատեղիներից օգտվելու համար տուգանքների չափը: Խոսքն այն մասին է, որ սահմանված գումարը չվճարած տրանսպորտային միջոցի սեփականատերն ինչքան տուգանք է վճարելու` սահմանված վճարը չմուծելու դեպքում: Այս հարցը փորձեցինք ճշտել Երևանի քաղաքապետարանի մամուլի ծառայությունից:

Մեզ ասացին. «Տուգանքների չափերի փոփոխություն մինչ այս պահը չկա, գործելու է գործող կարգը։ Այսպիսով, այն վարորդները, ովքեր կխուսափեն վճարել կայանատեղիի համար նախատեսված գումարը կտուգանվեն՝ 5000 դրամ։ Որքան որ գրանցվի խախտումը, այդքան անգամ տուգանվելու են վարորդները, օրինակ, կարող են լինել քաղաքացիներ, որ օրվա մեջ 5 անգամ խախտեն օրենքը՝ կայանելուց 15 րոպե առաջ չկատարեն վճարումը, այդ վարորդները տուգանվելու են 5 անգամ` 5000 դրամով»։ Մենք տեղեկացանք, որ տուգանքների վճարումը սահմանվում է Վարչական իրավախախտումների մասին օրենքով, իսկ այն հինն է` փոփոխություններ չի կրել, ուստի տուգանքների չափերն էլ նախկինն են: Բայց կարող ենք ենթադրել, որ աստղաբաշխական գումարներ գանձող, քաղաքացուն որպես «տուգանքի մատերիալ» ընկալող իշխանությունները հետագայում նաեւ տուգանքների չափերի փոփոխություն կանեն, որ բյուջեն լցնեն եւ իրենց պարգեւավճարներն ապահովեն:
