Փաշինյանը շարունակում է իշխանության գերկենտրոնացման իր քաղաքականությունը

Նիկոլ Փաշինյանը շարունակում է իշխանության գերկենտրոնացման իր քաղաքականությունը։ Ժամանակին Սերժ Սարգսյանին մեղադրելով իր հագով կոստյում կարելու, սահմանադրությունը վերաձևելու և սուպեր վարչապետական համակարգ ստեղծելու մեջ՝ Փաշինյանն ավելի է ամրապնդում այդ սուպերվարչապետության հիմքերը։ Խորհրդարանը երեկ 67 կողմ, 22 դեմ ձայններով ամբողջությամբ ընդունել է նախագիծը, որով Ազգային անվտանգության ծառայության ղեկավարին նշանակելու է ոչ թե նախագահը, այլ վարչապետը։
 
Կասկած չկա, որ Վահագն Խաչատուրյանը ստորագրելու է այս օրենքը, և այլևս Նիկոլ Փաշինյանը կարող է ցանկացած պահի հեռացնել ԱԱԾ տնօրենին և նրա տեղակալներին և նրա փոխարեն ցանկացած մեկին նշանակել։ Ավելին ԱԱԾ պետի տեղակալներն այսուհետ չեն համարվելու զինվորական պաշտոնյաներ և Փաշինյանը կարող է իր յուրաքանչյուր ապիկար կողմնակցին նշանակել ԱԱԾ պետի տեղակալի պաշտոնում։
 
Ի սկզբանե Փաշինյանը դրել էր ԱԱԾ-ն ամբողջությամբ կազմաքանդելու նպատակ, որն էլ իրականացնում է հետևողականորեն։ Պետական պահպանության ծառայությունն առանձնացվեց, Արտաքին հետախուզության համար նոր ծառայություն ստեղծվեց և այժմ միայն հակահետախուզության և սահմանների պահպանության գործն է մնացել ԱԱԾ-ի վրա։ Այս առումով Փաշինյանը նաև այդ աշխատանքը չի վստահում ԱԱԾ-ին և փորձում է անձնական վերահսկողություն սահմանել ծառայության նկատմամբ։ Սա նաև անվստահություն է իրենց իսկ կողմից նախագահի պաշտոնում նշանակված Վահագն Խաչատուրյանի նկատմամբ։ Փաշինյանն իր, գրեթե բոլոր կողմնակիցներին այլևս չի վստահում, ուստի և փորձում է ամբողջ իշխանությունը կենտրոնացնել իր ձեռքին, որպեսզի հեռու մնա հնարավոր էքսցենսներից։
