Ավելացնելու են հարկերը, տուրքերը, տույժերն ու տուգանքները․ «Փաստ»

«Փաստ» օրաթերթը գրում է.

Կանխատեսվում է, որ հաջորդ տարի օրվա իշխանությունները բերելու են օրենքի նախագիծ, որ ամբողջ կրթական և առողջապահական ոլորտը հարկեն: Այս մասին «Փաստի» հետ զրույցում ասաց Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը՝ հավելելով.«Սա նշանակում է հիվանդանոցային ծառայությունների, համալսարանների և վճարովի մանկապարտեզների ու դպրոցների վճարների 20 տոկոսով թանկացում»:

Սարգսյանը շեշտում է, որ հիմա Հայաստանում առողջապահական և կրթական ոլորտները ավելացված արժեքի հարկից ազատված են, որպեսզի ծառայությունները շատ ավելի մատչելի և հասանելի լինեն, որովհետև դրանք կարևորագույն ոլորտներ են մեր երկրի համար, և դրանց հարկային որոշակի խթանիչներով ստիպում են զարգանալ:

Ընդհանրապես, Աուդիտորների պալատի նախագահի խոսքով, եթե տնտեսությունն ամբողջ ծավալով չի աշխատում, մի բան էլ իր թողարկած արտադրանքը չի ավելացնում, զուգահեռ վերարտահանումների բոլոր խողովակները փակվում են, սա նշանակում է, որ բյուջեի եկամտային մասի կատարմանը մնում է երկու տարբերակ՝ հարկադրույքների բարձրացում կամ գնաճ:

«Ընդհանուր ապրանքների և ծառայությունների գները պետք է բարձրանան, որի արդյունքում ավելի հարկ կհավաքագրվի, կամ գները կբարձրացնեն չնչին կամ չորս տոկոսի՝ ընդունելի մակարդակում, որը նախատեսված է «Բյուջեի մասին» օրենքում: Մեր կանխատեսմամբ, երկուսն էլ լինելու է: Սկսեցին դիվիդենտի հարկման մասով, շատ ուժեղ կռիվ տվեցինք մասնագիտական համայնքով, և կոնսենսուսային տարբերակն ընդունվեց, այսինքն՝ մի մասի համար հինգ տոկոսները կավելանան հաջորդ տարի, մյուս հատվածի համար չեն ավելանա: Դեռևս օրենքի նախագծեր կան, որ, կարծում եմ, մի քանի օրից կբերեն ընդունելու: Դրանք են՝ տույժերի և տուգանքների կրկնապատկումը հարկային չարաշահումների դեպքում: Ավելացել է Ֆեյսբուք սոցիալական ցանցով գովազդի միացման հարկը, որը բնակչությունից ուղիղ ձևով է հավաքագրվում, Վայլդբերիզն է հարկվում, այսինքն՝ ցանկացած պատվերի դեպքում 20 տոկոսով ավելի հավաքում ենք ժողովրդից և վճարում բյուջե, և այլն»,-նշեց Նաիրի Սարգսյանը՝ հավելելով, որ 2024 թ. բյուջեն ինքնին դժվար իրականանալի է:
