Ուշացած որոշում

Այսօրվա կառավարության նիստի համապատասխան որոշմամբ` իրականացվել է ֆինանսական միջոցների վերաբաշխում: Ըստ այդմ` «Հայաստանի պետական հետաքրքրությունների  ֆոնդ» ՓԲԸ միջոցառումների կատարման համար հատկացված «1,8 մլրդ դրամաշնորհի» բյուջեն կտեղափոխվի ՀՀ վարչապետի աշխատակազմի բյուջեից ՀՀ Էկոնոմիկայի նախարարության բյուջե, քանի որ Ընկերության բաժնետոմսերի կառավարումը փոխանցվել է ՀՀ Էկոնոմիկայի նախարարությանը։ Գումարը փոխանցվելու է ԱՆԻՖ-ին` ծրագրերն իրականացնելու համար:

Ըստ ակնկալվող արդյունքների` Ընկերության միջոցառումների կատարման համար հատկացված «1,8 մլրդ դրամաշնորհի» բյուջեի տեղափոխության շնորհիվ կվերանայվեն Ընկերության «արդյունքի չափորոշիչները», քանի որ դրանցից մի մասը հնարավոր չի եղել կատարել՝ պայմանավորված ֆինանսավորման բացակայությամբ։

Ենթադրաբար նման որոշման հիմք է ծառայել ԱՆԻՖ-ի անցնող տարվա կատարողականը, որը ներկայացնում ենք ստորև՝  https://www.e-gov.am/ajax/gfn_mul.php?file_id=2947280&inst=809924

Տարօրինակ է սակայն, որ ԱՆԻՖ-ի բաժնետոմսերի կառավարումը Կառավարությունից Էկոնոմիկայի նախարարություն տեղափոխելու որոշումը կայացվել է մայիսին, իսկ բյուջեով հատկացված գումարը տրամադրվում է միայն դեկտեմբերի վերջին։

Ի պատասխան  ejc.am-ի այն հարցին, թե  ինչով է պայմանավորված տարեվերջին բյուջեի հատկացումը, որը ենթադրաբար նախատեսված էր անցնող տարվա համար, մեզ ԱՆԻՖ-ի հանրային կապերի բաժնից պատասխանեցին. «Հատկացումն անցնող տարվա բյուջեի համար իրականացվում է դեկտեմբերին, որոշ տեխնիկական խնդիրների պատճառով, բայց դա որեւէ կերպ չի խանգարել մեր ծրագրերի բնականոն ընթացքին»։
