Երբ հասարակությունը մնում է հաշվեհարդարի հույսին

Ոստիկանությունը նախօրեին ձերբակալել է Երևանի կենտրոնում դեկտեմբերի 8-ին իրենց լկտի պահած Ռուսաստանի երկու քաղաքացիների։ Քննչական կոմիտեի փոխանցմամբ՝ նրանք վնասել էին Երևանի Թումանյան 29 հասցեում գտնվող արագ սննդի կետի գուքը, մրգերը նետել աշխատակցի վրա։ Մաշտոցի պողոտայում գետնին են նետել վաճառքի կետի ծաղիկները և տրորել՝ գործողությունները զուգորդելով հայոյախառն արտահայտություններով, սպառնացել են տարեց մի կնոջ։

Ըստ իրավապահների՝ նույն օրը գիշերը նրանց ձերբակալել են, սակայն սոցիալական ցանցերում տեսանյութեր են շրջում, թե ինչպես մի խումբ դիմակավորված անձինք հենց տան մեջ հայտնաբերել են լպիրշ պահվածքով հայտնի ռուս աղջկան, կտրել նրա մազերը և ինչ-որ նյութ լցրել նրա գլխին։ Իրավապահները երկու դեպքով էլ քրեական գործ են հարուցել, որը քննում են միասին։

Այս դեպքը հստակ ցույց է տալիս, որ Հայաստանում պետություն և իրավապահ համակարգ որպես այդպիսին գոյություն չունի, եթե լիներ, նախ դրսից Հայաստան տեղափոխվածներն իրենց այսպես չէին պահի և երկրորդ՝ տեղեկություն տարածելուց անմիջապես հետո կձերբակալեին՝ թույլ չտալով հաշվեհարդար տեսնել թեկուզ լպիրշ մի արարածի հանդեպ։

Ի դեպ, ըստ տելեգրամյան որոշ ալիքների, ձերբակալված ռուսներից մեկը, որը թմրամոլ է, սերտ կապեր ունի ոմն բարձրաստիճան ոստիկանի զարմիկի հետ։ Ընդսմին սա ցույց է տալիս Հայաստանում պետական իշխանության չափազանց թույլ և խղճուկ լինելու փաստը, և հանրությունը ստիպված մնում է հաշվեհարդարի հույսին։ Բնականաբար նման դեպքերը լրջորեն ազդում են երկրի միջազգային հեղինակության վրա, սակայն հայ հասարակությունն էլ իրավունք ունի պաշտպանված լինել իր սեփական երկրում, որևէ ռելոկանտի, կամ Հայաստան տեղափոխվածի կողմից նվաստացումների չարժանանալ, ավելին, պետությունն ինքն է պարտավոր կանխել և խստորեն պատժել, եթե իրավապահ համակարգը ժամանակին արձագանքեր, ապա նման դեպքեր բնականաբար չէին լինի։

Նիկոլ Փաշինյանը սիրում է անընդհատ խոսել ոստիկանության բարեփոխումների մասին, հայտարարել, թե իբր իր կերտած ժողովրդավարական պետությունը շատ ավելի ուժեղ է արձագանքելու տարբեր իրավախախտումներին, բայց գրեթե անենօրյա պարբերականությամբ տեղի ունեցող դեպքերը ցնցում են հայ հասարակությանը և կրկին ապացուցում, որ Հայաստանում չափազանց լուրջ խնդիրներ կան այս առումով։
