Երկրաշարժից 35 տարի անց մենք շարունակում ենք առերեսվել երկրաշարժի հետևանքով անօթևան մնացած մարդկանց ճակատագրին. Կարեն Մալխասյան

Գյումրու ավագանու «Ապրելու երկիր» խմբակցության ղեկավար Կարեն Մալխասյանը ֆեյսբուքյան իր էջում գրում է. 

Միայն գլուխ խոնարհելով հարցը չի լուծվում

35 տարի անց Գյումրու վերքերը դեռ խորն են ու բաց

Խոնարհվելով ավերիչ երկրաշարժի զոհերի հիշատակի առջև՝ ամենից շատ կցանկանայի, որ այդ էջը շրջված լիներ, սակայն ցավոք երկրաշարժից անօթևան մնացածները դեռ սատարման կարիք ունեն և այսօր՝ երկրաշարժից 35 տարի անց, մենք շարունակում ենք առերեսվել երկրաշարժի հետևանքով անօթևան մնացած մարդկանց ճակատագրին։

Եվ ինչ ենք անում մենք ներկայացված խնիրը լուծելու համար (այս պարագայում «մենքը» հավաքական կերպար է, որն իր մեջ ընդգրկում է և մասնավորին, և կազմակերպություններին, և համայնքին, և պետությանը)։

Երկրաշարժի հետևանքով՝ 35 տարի անց, Գյումրիում առկա են դեռևս 1000 և ավելի անօթևան ընտանիքներ(այս թիվը ունի ճշգրտման կարիք), իսկ 13․10․2022թ․ 1601-Ն որոշմամբ հաստատված «Աղետի գոտու բնակավայրերի պետական և համայնքային սեփականություն հանդիսացող հողամասերը երկրաշարժից հետո տեղադրված կամ կառուցված ոչ հիմնական շինություններից ազատելու կարգը հաստատելու մասին» ՀՀ կառավարության որոշման հիմքով իրականացված հաշվառման արդյունքում՝ երկրաշարժից հետո ոչ հիմնական շինությունների և դրանցում բնակվող ընտանիքների ցուցակում առկա է 2500 և ավելի տնակ։

Գյումրիում 2021 և 2022թթ․․ սոցիալական ծրագրերի շրջանակներում բազմաբնակարան շենքեր կառուցվել է «Հայաստան» համահայկական հիմնադրամի կողմից՝ մոտավորապես 60-70 բնակարան։ Պետության և համայնքի կողմից անօթևան մնացած անձանց կացարանով ապահովելու որևէ ծրագիր չի իրականացվել։

Նման տեմպերով՝ այսինքն տարեկան երկու շենք՝ թվով մոտավորապես 60-70 բնակարան կառուցելով մենք անօթևանության խնդիրը լուծել և տնակներից ազատվել կարող ենք միայն 15-ից 20 տարվա ընթացքում, մինչդեռ վերը նշված կառավարության որոշմամբ՝ նախատեսվում է մինչև 2027թ-ը ազատվել տնակներից։ Հարց է ծագում՝ ի՞նչ գնով, զուտ ֆիզիկապես մարդկանց տնակներից հանելով և տնակը ապամոնտաժելո՞վ, թե՞ հաշվի է առնվելու խնդրի սոցիալական բաղադրիչը, որի արդյունքում կլուծվի բնակչին կացարանով ապահովելու հարցը։

Հարգելի պատասխանատուներ, իհարկե շնորհակալ ենք, որ չեք մոռանում և աղետալի երկրաշարժի տարելիցի օրը խոնարհվում եք երկրաշարժի զոհերը հավերժացնող հուշարձանի առջև, սակայն միայն գլուխ խոնարհելով հարցը չի լուծվում։ Խնդրում ենք բոլոր ջանքերն ու միջոցները ուղղել այս խնդրի հնարավորինս արագ լուծմանը։
