Ինչպե՞ս են յուրացրել մանկապարտեզների հացը

Ազգային անվտանգության ծառայությունը երեկ հայտարարեց, թե 5 անձի կալանավորել են, տարբեր մանկապարտեզներում սնունդ մատակարարելիս՝ առանձնապես խոշոր չափի հափշտակություն կատարելու համար։ Ըստ քննության տվյալների երկու ընկերությունների սեփականատերը 7 անձանց մասնակցությամբ, այդ թվում ընկերության աշխատակիցների՝ Երևանի քաղաքապետարանի ենթակայությամբ գործող տարբեր մանկապարտեզների պատասխանատու անձանց հետ կեղծ փաստաթղթեր են կազմել և այս տարվա փետրվարից նոյեմբեր ընկած ժամանակահատվածում փոխանցման եղանակով ստացել ու խաբեությամբ հափշտակել են փաստացի չմատակարարված ապրանքների խմբաքանակների դիմաց վճարված առանձնապես խոշոր չափերով գումարներ։

9 անձանց նկատմամբ քրեական վարույթներ է հարուցվել, իսկ խուզարկության ժամանակ հայտնաբերել են հափշտակությանը փաստող նոթատետրեր, փաստաթղթեր, 55 հազար ԱՄՆ դոլար, գումար, ոսկեղեն և այլն։ Կալանավորվածներից միայն մեկի՝ Յուրա Ադյանի անունն է հայտնի, այն էլ մամուլում և սոցցանցերում տարածված տեղեկությունների հիման վրա։

ԱԱԾ պաշտոնական հաղորդագրությունից կարելի էր եզրակացնել, որ մի քանի մանկապարտեզի տնօրեններ են ընդամենը տեղյակ եղել այս հանցավոր սխեմային, իսկ ավելի բարձր վարչություններում և թաղապետարաններում որևէ մեկն այդ մասին տեղյակ չի եղել։ Ընդսմին, այս անհեթեթ վարկածը կարելի է հերքել այս նույն հաղորդագրության համաձայն, որ փետրվարից մինչև նոյեմբեր ամիսն ընկած ժամանակահատվածում խոշոր հափշտակություններ են իրականացնում և պետական կառավարման մարմինները տեղյակ չեն լինում։

Մանկապարտեզների և այլ պետկան կառույցների գերակշիռ մասում հենց նման եղանակներով էլ իրականացվում է փողերի թալանն ու վատնումը, և այդ սխեման առաջին տարին չէ, որ գործում է, այլ տասնամյակներով մշակվել և իրականացվել է։

Գործող իշխանությունները սիրում են խոսել համակարգային կոռուպցիան կանխելու իրենց բուռն վճռականության մասին, իրականում սակայն Նիկոլ Փաշինյանի օրոք կոռուպցիան ոչ միայն արմատախիլ չի արվել, այլ շարունակում է ծաղկել՝ երբեմն ավելի աներևակայելի չափերի հասնելով։ Մի քանի մատակարարների, մանկապարտեզի տնօրենի պատժելը որևէ կերպ իրավիճակը կարգավորելուն չի ազդելու, համակարգային լուծումների էլ գործող իշխանությունները գնում է միայն թղթի վրա, կամ էլ բարձրագոչ հայտարարություններով։
