««Հայաքվեին» դեմ քվեարկելը նույնականացնում ենք նոր կապիտուլյացիային կողմ քվեարկելուն»․ «Փաստ»

«Փաստ» օրաթերթը գրում է.

Դեկտեմբերի 4-ին Ազգային ժողովի պետաիրավական հարցերի մշտական հանձնաժողովում քննարկվելու է «Հայաքվեի» ներկայացրած օրինագիծը: Մինչ այդ՝ նոյեմբերի 24-ին, Ազգային ժողովում տեղի ունեցան խորհրդարանական լսումներ, որի ժամանակ, ինչպես նշում է «Հայաքվեի» նախաձեռնող խմբի անդամ Դավիթ Սարգսյանը, նախաձեռնությունը կարողացավ ապահովել հանրային դաշտի լայն ներկայացվածություն: «Ներկա էին խորհրդարանական ընդդիմության երկու խմբակցությունների ներկայացուցիչներ, «Հայաքվեի» ակտիվի մեծագույն մասը, տարբեր ոլորտների հասարակական գործիչներ, նաև արցախցիներ: Ներկաներն իրենց խոսքն ասացին հաջակցություն «Հայաքվեի»:

Դեկտեմբերի 4-ին կայանալիք քննարկման մասով ակնկալիքներն առանձնապես մեծ չեն, բայց, բնականաբար, մեր տրամադրվածությունն է գնալ մինչև վերջ և ավելի քան 58 հազար քաղաքացու ձայնը լսելի դարձնել Ազգային ժողովի հատկապես իշխանական խմբակցության պատգամավորներին»,-«Փաստի» հետ զրույցում ասում է Սարգսյանը: Մանրամասնում է, թե ինչու է այս նախաձեռնությունն ուղիղ ժողովրդավարության իմաստով շատ կարևոր: «Սա անկախ Հայաստանի պատմության մեջ առաջին քաղաքացիական օրենսդրական նախաձեռնությունն է, այսինքն՝ այս օրինագծի հեղինակները տասնյակ հազարավոր քաղաքացիներն են, ոչ թե պատգամավորները կամ կառավարությունը: Քաղաքական այն ուժը, որի անվան մեջ կա քաղաքացիական բառը և որը հռչակել է քաղաքացու օր, պետք է որ տրամաբանորեն ելներ այն կանխավարկածից, որ քաղաքացիների նախաձեռնությամբ օրինագծի մուտքագրումն ԱԺ առաջնահերթության կարգով պիտի քննարկվի և քվեարկվի դրական:

Բայց հաշվի առնելով իրենց ընդհանուր տրամադրվածությունը, ելույթները, վերջին ամիսներին «Հայաքվեի» դեմ տարած ուղղորդված արշավը, թե իբր «Հայաքվեն» պատերազմ է բերելու, առանձնապես մեծ ակնկալիքներ չունենք: Չենք բացառում, ավելի ճիշտ՝ հակված ենք նրան, որ իրենք, ըստ ամենայնի, բացասական եզրակացություն կտան մեր օրինագծին: Բայց նույնիսկ դրանից հետո այդ օրինագիծը մտնելու է Ազգային ժողովի լիագումար նիստերի օրակարգ և այդտեղ արդեն անվանական քվեարկությամբ երևալու է, թե ով ով է: ՔՊ-ական պատգամավորներից յուրաքանչյուրն անհատական պատասխանատվություն է կրելու իր քվեարկության համար, քանի որ մի բան է երկրի փաստացի ղեկավարի կողմից ասված քաղաքական արտահայտությունը, թե ինքը ճանաչում է Արցախն ու անկլավները Ադրբեջանի կազմում, մեկ այլ բան է խորհրդարանական երկրի քաղաքական մեծամասնության պատգամավորներից յուրաքանչյուրի վարքը, ընդ որում՝ քվեարկությունը բաց է և անվանական:

Բոլոր նրանք, ովքեր «Հայաքվեի» նախագծին դեմ են քվեարկելու, մեղսակից են դառնալու Արցախում տեղի ունեցած էթնիկ զտմանը, ցեղասպանությանը:«Հայաքվեին» դեմ քվեարկելը մենք նույնականացնում ենք նոր կապիտուլ յացիային կողմ քվեարկելուն: Այս երկուսի միջև հավասարության նշան ենք դնում»,-եզրափակում է Դավիթ Սարգսյանը:
