ՃՈ տեսուչը շուրջ 30 քաղաքացու կաշառքով վարորդական իրավունքներ է տվել

ՀՀ հակակոռուպցիոն կոմիտեի օպերատիվ-հետախուզական վարչության կողմից իրականացված լայնածավալ միջոցառումների և դրանց հիման վրա նախաձեռնված քրեական վարույթով կատարված քննչական գործողությունների արդյունքում փաստական տվյալներ են ստացվել այն մասին, որ ՀՀ ՆԳՆ ոստիկանության «Ճանապարհային ոստիկանության» գրանցման-հաշվառման և քննական հյուսիսային կենտրոնի պաշտոնատար անձը, իր ծառայողական լիազորությունները և դրանցով պայմանավորված ազդեցությունն օգտագործելով, Գ. Հ.-ի օժանդակությամբ, վարորդական վկայական ստանալու համար դիմած բազմաթիվ անձանցից պարբերաբար ստացել է տարբեր չափերի կաշառք: Ընդ որում՝ կաշառքի գումարի չափը յուրաքանչյուր անձի վարորդական իրավունք տրամադրելու դեպքում կազմել է 380.000-ից 500.000 ՀՀ դրամ:

Մասնավորապես՝ նախաքննությամբ տվյալներ են ստացվել, որ 2023թ. օգոստոսի 17-ից նոյեմբերի 2-ն ընկած ժամանակահատվածում՝ Գ. Հ.-ի օժանդակությամբ, ՃՈ տեսուչ Վ. Հ.-ն վարորդական վկայական ստանալու համար դիմած շուրջ 3 տասնյակ քաղաքացիներից ձևականորեն ընդունել է տեսական և գործնական քննություններ, վերջիններիս հուշել ինչպես տեսական գիտելիքների ստուգման թեստի հարցերի ճիշտ պատասխանները, այնպես էլ գործնական քննության ընթացքում պահանջվող գործողությունները և դրական գնահատել բավարար գիտելիքներ չունեցող վարորդի թեկնածուներին, որի դիմաց վերջիններից ստացել է տարբեր չափերի կաշառք:

Արդյունքում՝ վարորդական վկայականի համար դիմած՝ տեսական և գործնական գիտելիքներ չունեցող բազմաթիվ քաղաքացիներ ապօրինի ստացել են վարորդական վկայականներ:

15 անձ, այդ թվում՝ կաշառք ստացած Ճանապարհային ոստիկանության պաշտոնատար անձը՝ Վ. Հ.-ն ու վերջինիս օժանդակած անձը  ձերբակալվել են:

ՃՈ տեսուչ Վ. Հ.-ին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 435-րդ հոդվածի 2-րդ մասի 3-րդ կետով, իսկ վերջինիս օժանդակած Գ. Հ.-ին՝ ՀՀ քրեական օրենսգրքի 46-435-րդ հոդվածի 2-րդ մասի 3-րդ կետով:

ՀՀ հակակոռուպցիոն կոմիտեի քննիչի կողմից միջնորդություն է ներկայացվել դատարան՝ Վ. Հ.-ի նկատմամբ կալանքը որպես խափանման միջոց ընտրելու համար, որը բավարարվել է:

Քրեական վարույթով նախաքննությունը շարունակվում է: Ձեռնարկվում են օպերատիվ-հետախուզական միջոցառումներ, ինչպես նաև իրականացվում են քննչական և այլ վարութային գործողություններ՝ ենթադրյալ հանցանք կատարած անձանց ամբողջ շրջանակը բացահայտելու ուղղությամբ:                        

Ծանուցում. հանցագործության համար մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով՝ դատարանի՝ օրինական ուժի մեջ մտած դատավճռով:
