ՏՏ ոլորտում լուրջ խնդիրներ կան. ո՞նց են ծախսել պետական փողերը

Հայաստանի կառավարությունը 2022 թվականի դեկտեմբերին 10 միլիարդ դրամ պետական աջակցություն էր տրամադրել տեղեկատվական տեխնոլոգիաների ոլորտի ընկերություններին։ Հետաքննող լրագրողները պարզել էին, որ այդ աաջկցությունը ստացած ընկերություններից 14-ի գործունեությունը ժամանակավորապես դադարեցրել են, 4-ը լուծարման փուլում են։ Փաստացի այդ ընկերությունները գումարներ էին ստացել պետությունից, ապա լուծարվել։
 
Մինչ Բարձր տեխնոլոգիական արդյունաբերության նախարարը փորձում է համոզել, թե պետական բյուջեի վատնում չկա, իրականում, փաստն այն է, որ բավականին լուրջ գումարներ են վատնել, ինչը նույնիսկ կարող է կոռուպցիոն ռիսկեր պարունակել։
 
Մեկ այլ կասկած, որ մնում է պետական պաշտոնյաների ու տեղեկատվական տեխնոլոգիաների ոլորտի ընկերությունների համառ լռության կամ փաստերը կիսատ ներկայացնելու պատճառով, փողերի տարրական լվացումն է։ Ակնհայտ է, որ տեղեկատվական տեխնոլոգիաների ոլորտում ամեն ինչ չէ, որ հանգիստ է, մեկ բացահայտում են, որ լուրջ փողեր են կորել, կամ անհետացել, մեկ ՏՏ ոլորտի ընկերություններն անընդհատ բողոքում են, որ իրենց համար նպաստավոր պայմաններ չեն ստեղծվում, շանտաժի տարրեր գործադրելով պետությունից արտոնություններ են պոկում, մեկ էլ պարզվում է, որ հանկարծ այդ ընկերություններից մի քանիսը պարզապես դադարեցրել են իրենց գործունեությունը՝ հընթացս պետբյուջեի գումարներից օգտվելով։ Ավելին պարզվում է, որ ԲՏԱ նախարարությունը լուրջ գումարներ է տվել ամենահարուստ և ֆինանասների կարիք չունեցող ընկերություններին։ Մինչդեռ տևական ժամանակ նախարարությունը նաև հրաժարվում էր աջակցություն ստացած ընկերությունների տվյալները ներկայացնել։
 
Այն, որ ՏՏ ոլորտում իրավիճակն ավելի վատ է, քան փորձում են ներկայացնել իշխանություններն ու ՏՏ ոլորտի ընկերությունները, ցույց տվեց նաև այս տարվա հոկտեմբերին կայացած «Digitec»-ն, որը պատմության մեջ ամենաաղքատիկ ցուցահանդեսն էր, չկար տեսանելի, ռեալ որևէ առաջարկ, նաև ցուցահանդեսի ձախողումը ցուցանեց ոլորտի իրական վիճակը, ինչպես նաև լուրջ մենեջմենթի պակասը ոչ միայն ՏՏ ոլորտի ընկերությունների կառավարման, այլ նույնիսկ տարրական ցուցահանդես կազմակերպելու անընդունակության մեջ։ Տարիներ շարունակ մեծ հաջողությամբ անցկացված ցուցահանդեսն այս անգամ ոչ մի բարձրաստիճան պաշտոնյա չպատվեց իր ներկայությամբ, սովորաբար վարչապետը կամ նախագահն են գալիս ցուցահանդեսի բացմանը, իսկ մասնակիցների և այցելուների շրջանում հիասթափությունը չափազանց մեծ է եղել, ավելին, անգամներով պակաս են եղել մասնակիցների ու այցելուների թիվը։
 
Ցավալիորեն, ՏՏ ոլորտը խրվում է խնդիրների ու սկանդալների մեջ, իսկ գործող իշխանություններն ամեն կերպ նպաստում են նման իրավիճակի խորացմանը։ Իհարկե կան բազմաթիվ ընկերություններ, որոնք լուրջ աշխատանք են իրականացնում, հսկայական գումարներ վճարում պետբյուջե, սակայն ընդհանուր առմամբ ՏՏ ոլորտի վիճակը Հայաստանում գնալով վատթարանում է։
