Վերջին օրերին բավական ակտիվ քննարկվեց ՈՄԱ-ի ու նման այլ ռազմամարզական կազմակերպությունների գործունեության հետ կապված հարցը՝ մասնավորաբար ՊՆ հայտարարության կոնտեքստում, թե «Ողջ մնալու արվեստը» հասարակական կազմակերպությանն ինժեներական աշխատանքների կատարման թույլտվություն չի տրվել: Ռազմական փորձագետ Հայկ Նահապետյանը կարծում է, որ եթե հասարակական սեկտորը պաշտպանական բնագծեր է պատրաստում, դա ցույց է տալիս, որ պետական ինստիտուտները, որոնք ի պաշտոնե կոչված են իրականացնել այդ գործառույթները, իրենց տեղում չեն:

«Դա հասարակական սեկտորի գործառույթ չէ: Այստեղ ՈՄԱ-ի խնդիրը չէ: Շատ օղակներ կան, որոնք փորձում են մարդկանց մարտական գիտելիքներ փոխանցել, օգտակար լինել: Սա առաջին ցուցիչն է, որ պաշտպանության նախարարությունն ու գլխավոր շտաբն իրենց տեղում չեն: Կրթության նախարարությունում պետք է համապատասխան օղակներն աշխատեին, դպրոցում տարրական գիտելիքներ պետք է փոխանցվեին: Պաշտպանական բնագծերի մասին. տեղական ինքնակառավարման մարմինները պարզապես պետք է խնդիր ստանային տարածքային կառավարման և ենթակառուցվածքների նախարարությունից, որի առաջ պետք է խնդիր դներ վարչապետը, որին այդ կարգի խնդիրները լուծելու համար պետք է զեկուցած լինեին պաշտպանության նախարարն ու գլխավոր շտաբի պետը:

Մի քանի ինստիտուտների փոխկապակցված, կոորդինացված աշխատանք պետք է լիներ, բայց քանի որ չկա, մարդիկ կամավոր փորձում են ինչ-որ բան անել: Այլ հարց է, թե դա որքանով է պրոֆեսիոնալ արվում, որքանով օգուտ կամ վնաս կտա: Բայց այն, որ սա անում են մասնավոր սեկտորը, անհատները, խոսուն ցուցիչ է, որ պետական ինստիտուտներն իրենց տեղում չեն, ավելի ճիշտ՝ ինստիտուտներն իրենց տեղում են, ղեկավարները իրենց տեղում չեն»,- «Փաստի» հետ զրույցում եզրափակում է Հայկ Նահապետյանը:
