Քաղաքացուն աղքատացնող քաղաքականություն. ի՞նչ փոփոխություններ են անելու. «Փաստ»

«Փաստ» օրաթերթը գրում է.

2024 թվականի պետբյուջեի քննարկումների ժամանակ իշխանության ներկայացուցիչները պաթոսով շեշտում էին, թե բյուջեի եկամուտներն ավելացնելու են մոտ 340 միլիարդ դրամով՝ չնշելով, թե ինչի հաշվին են դա անելու: Կա տեսակետ, որ իրականում ավելացումը լինելու է, այսպես ասած, եղածի հաշվին: Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը «Փաստի» հետ զրույցում ասում է, որ դա Հայաստանի քաղաքացուն աղքատացնող քաղաքականություն է լինելու: «Այս փուլում՝ բյուջեի քննարկման ժամանակահատվածում, դեռևս չեն խոսում Հարկային օրենսգրքի փոփոխությունների մասին: Բայց դեկտեմբերի 20-ից հետո արագ ընդունելու են օրենքներ, որոնք վերաբերելու են, օրինակ՝ շահաբաժինները հարկելուն: Այժմ հարկվում և ներդրման դեպքում վերադարձվում են, այս դրույթն ուզում են չեղարկել:

Սա նշանակում է, որ շահութահարկը 18 տոկոսից դառնում է 23 տոկոս, այսինքն՝ միանգամից հինգ տոկոսային կետով հարկադրույքի բարձրացում է տեղի ունենում այն դեպքում, երբ, մասնավորաբար, Վրաստանում 17,75 տոկոս է: Այսինքն՝ տարածաշրջանում ներդրումները դիտարկելիս շատ ավելի շահութաբեր ու գայթակղիչ կլինի վրացական առաջարկը, քան հայկականը»,-նշում է Սարգսյանը՝ հավելելով, որ 2024 թ.-ին գանձվող տույժերը՝ տուգանքները, կրկնապատկելու են, ինչն իր հերթին բերելու է գնաճի՝ աշխատավարձի չբարձրացման պայմաններում: Մեր զրուցակիցը նաև անդրադառնում է կապիտալ ծախսերին՝ հատկապես ներդրումների մասով երկու թիրախային խնդիր ընդգծելով:

«Առաջինը՝ կապիտալ ծախսերը միշտ գրում են, բայց երբեք չեն կատարում, կեսից ավելին միշտ թերակատարվում է: Սա նշանակում է, որ մեր տնտեսական պոտենցիալի հնարավորությունները չենք օգտագործում:

Երկրորդ խնդիրն այն է, որ անշահութաբեր վայրերում ենք ներդրում կատարում: Վերջերս, օրինակ՝ իշխող խմբակցությունից ինչ-որ մեկը հայտարարում էր, որ 2018 թ.-ից այս կողմ պետական բյուջեն կրկնապատկել են, բայց չեն ասում, որ պետական պարտքն էլ են կրկնապատկել՝ 6 միլիարդից համարյա 12 մլրդ դարձնելով: Ո՞ւմ էր պետք մեր կրկնապատկված բյուջեն, եթե այնպիսի պարտքեր եք ներգրավում, որ այլևս չեք կարողանում փոխհատուցել: Այս բյուջեի 10 տոկոսից ավելին նորից գնալու է պետական պարտքի տարեկան սպասարկմանը, մինչդեռ կարող էինք ավելի շահութաբեր ներդրումներ իրականացնել»,-ասում է Աուդիտորների պալատի նախագահը:
