ՄՊՀ-ն «Սև ուրբաթի» շրջանակում մշտադիտարկումներ է իրականացնելու

Մրցակցության պաշտպանության հանձնաժողովի անդամ Տիգրան Մարկոսյանն այսօր տեղի ունեցած մամուլի ասուլիսի ընթացքում ներկայացրել է զեղչերի և այլ ակցիաների կարգավորումները՝ «սև ուրբաթին» ընդառաջ բիզնեսին ևս մեկ անգամ իրազեկելու նպատակով:
 
Ինչպես տեղեկացնում են ՄՊՀ-ից՝ անդրադառնալով անցյալ տարի իրականացված օրենսդրական փոփոխություններին՝ Տիգրան Մարկոսյանը նշել է, որ այժմ ոլորտն էականորեն բարելավվել է, և զեղչի իրազեկման նվազագույն պահանջները տնտեսավարողների կողմից հիմնականում պահպանվում են:
 
Նա հավելել է, որ Հանձնաժողովը լայնածավալ մշտադիտարկման աշխատանքներ է իրականացրել տարբեր ոլորտներում՝ կենցաղային տեխնիկա, հագուստ, շինանյութ և այլն, ավելի քան 80 ակցիաներ են դիտարկվել, որի արդյունքներով շուրջ 40 տնտեսավարողների նկատմամբ վարույթներ են հարուցվել: Նրանց մեծ մասն ընդունել է իրավախախտման փաստը՝ հիմնականում դա պայմանավորելով նոր կարգավորումների մասին իրազեկման պակասով:
 
Հարուցված վարույթների արդյունքում Հանձնաժողովը իրավախախտումներ թույլ տված տնտեսավարողների նկատմամբ շուրջ 100 մլն դրամի չափով տուգանք է կիրառել:
Մարկոսյանը տեղեկացրեց, որ գալիք «Սև ուրբաթի» շրջանակում ևս մշտադիտարկումներ են իրականացվելու՝ հույս հայտնելով, որ տնտեսավարողները բարեխիղճ վարքագիծ կդրսևորեն` բացառելով օրենքի խախտումները:
Հիշեցնենք, որ ակցիային առնչվող կարգավորումների խախտումը կարող է հանգեցնել անբարեխիղճ մրցակցության, որի պարագայում տնտեսավարողը կարող է տուգանվել հասույթի մինչև 5 տոկոսի չափով:
 
Ի ԳԻՏՈՒԹՅՈՒՆ ՏՆՏԵՍԱՎԱՐՈՂՆԵՐԻ
«Առևտրի և ծառայությունների մասին» օրենքով ակցիաներին առնչվող կարևոր կարգավորումներից են՝
 
Զեղչը չի կարող տևել երեք ամսից ավելի,
 
Ապրանքի կամ ծառայության գինը պետք է զեղչվի ակցիայի մեկնարկին նախորդող ամսվա միջին գնից,
 
Ակցիա իրականացնողը պետք է ապահովի միջին և զեղչված գների միաժամանակյա տեսանելիությունը սպառողի համար,
 
Պարտադիր պետք է նշել ակցիա բնույթը, ապրանքների շրջանակը, մեկնարկի և ավարտի օրերը և այլն,
 
Ակցիայի պայմանների վերաբերյալ հրապարակման բովանդակության ամենամեծ և ամենափոքր տառաչափերի տարբերությունը չի կարող երկու անգամից ավելի լինել,
 
Միջակայքով զեղչի դեպքում (մինչև 70 տոկոս, 30-50 տոկոս և այլն) առավելագույն շեմով զեղչը պետք է կիրառվի ակցիային մասնակցող ապրանքների կամ ծառայության առնվազն 1/5-րդի նկատմամբ:
 
Տնտեսավարողը չի կարող ապրանքի հետ նվեր տալ՝ միաժամանակ տվյալ ապրանքի գնի այնպիսի բարձրացում իրականացնելով, որով նվերի գինը մասնակի կամ ամբողջությամբ կներառվի այդ գնի մեջ և այլն:
