Ծխելու դեմ պայքարելը հեշտ է

Կառավարությունը որոշել է ակտիվ պայքարել ծխելու դեմ: Ծխախոտի գների բարձրացման հիմք են հանդիսանում ԵՏՄ նորմատիվները, ըստ որոնց, Հայաստանում ծխախոտի ակցիզային հարկը պետք է տարեցտարի թանկանա: Կառավարությունն էլ իր հերթին այս ամենին ավելացրել է ծխելու դեմ պայքարի ռազմավարություն:

Ինչու՞ պայքարել հենց ծխելու դեմ: Որովհետև դա հեշտ պայքար է և կան բոնուսներ: Նախ այդ պայքարը քաղաքացիների ծխող հատվածի դեմ է, ոչ թե օրինակ որևէ կոռումպացված հիմնարկի կամ անհատի: Հետո էլ, քաղաքացիների մյուս ՝ այսպես ասած չծխող-առաջադեմ հատվածը կարող է ոգևորվել այս դասակարգային թվացող պայքարից և կառավարության հանդեպ հավելյալ սիմպատիաներ ունենալ: Ինչն, իհարկե, ներդրումները ձախողած վարչապետի ու նրա թիմի համար հույժ կարևոր ՝ դատարկ տեղը ծածկելու համար:

Ծխելն, անշուշտ, լավ բան չէ և դրա դեմ պայքարում են շատ տեղերում: Ծիծաղելի են նաև հակառակ պնդումներն այն մասին, թե եթե աշխատանք լինի մարդիկ չեն ծխի կամ որ մարդիկ դարդից են ծխում: Ծխողը ծխում է ամեն պարագայում: Հարցն այլ տեղ ՝ միթե ծխելու դեմ պայքարի արդյունավետությունն ու կարևորությունն այնքան մեծ է, որ այն դարձել է կառավարության նոու-հաուներից մեկը, կարծես ռազմավարության, մեդիաքարոզչության հիմնական կռվաններից գլխավորը: Այլ խնդիրներ չկա՞ն:

Խնդիրներ շատ կան: Բայց խոսենք այն խնդիրների մասին, որոնք ուղղակիորեն կապ ունեն ծխելու դեմ պայքարի հետ: Ծխելու դեմ պայքարում են մի երկրում, որի մայրաքաղաքում մեքենաների խցանման ժամանակ ծխե ամպեր են գոյանում, որտեղ շինարարությունը արտադրում է փոշու ահռելի քանակություն, որտեղ կա Նուբարաշենի պես աղբանոց: Այս բոլոր հանգամանքները ավելի քան ծուխը ազդում են թոքերի առողջության վրա:

Կամ ՝ քանի հանրային տարածք և այգի է կառուցվել, որոնք մաքուր օդով կլցնեին մեր առօրյան: Ըստ էության, բացի Թումոյի ջանքերով կարգի բերված Թումանյանի այգուց, Երևանում չկա որևէ այլ այգի, որտեղ բարեկարգ միջավայր և բավարար քանակությամբ կանաչ տարածություն կլինի: Իշխանությունները նախընտրում են ծաղիկ տնկել ամայի հողատարածքում կամ ուսխորհրդների հետ միասին ծառատունկ անել ՝ բնականաբար պայմանով, որ հետո չեն ջրելու այդ ծառերը:

Եթե մի բան արվում է, դա պիտի տեղավորվի կոնցեպտի մեջ: Եթե կոնցեպտն այս դեպքում առողջ ապրելակերպն ու մաքուր օդն են, ապա կառավարությունը կրկին ձախողել է և բացի մի խումբ չծխողների համակրանքը շահելուց, ուրիշ ոչնչի չի հասնելու:
