Հա­մա­կար­գա­յին առու­մով խնդիր­նե­րին լուծում չի տրվում. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Նիկոլ Փաշինյանը կառավարության նախորդ նիստում կոչ է արել Արցախից բռնի տեղահանված մեր հայրենակիցներին՝ «ՀՀ-ից արտագաղթը չդիտարկել որպես առաջիկա գործողությունների պլան»: Միևնույն ժամանակ, նա նշել է, թե իր կառավարությունն «ամեն ինչ անում է»: Ասել, թե կառավարությունն ընդհանրապես ոչինչ չի անում, մեղմ ասած, անազնիվ կլինի:

Բայց, ինչպես փորձագետներն են նշում, հիմնականում գործ ունենք ընթացիկ, «տվյալ պահի» քայլերի հետ: Այսինքն, հեռանկարային ծրագրեր մշակված չեն, չկա որևէ հայեցակարգ, համակարգային խնդիրներին այդպես էլ լուծում չի տրվում: Արդյունքում, գնալով խորանում է անորոշությունը արցախցիների շրջանում, և արդեն իսկ 10 հազարից ավելի արցախցի լքել է Հայաստանը:

Այս օրերին բավական շատ է քննարկվում այն հարցը, որ բռնի տեղահանված արցախցիները կենսաթոշակ, նպաստ կամ աշխատավարձ չեն կարող ստանալ, քանի որ, ըստ պաշտոնական պատճառաբանության, «Հայաստանի կառավարությունն արցախցիներին վճարելու իրավասություն չունի»: Դեռ մի կողմ թողնենք, որ խոսքը ՀՀ կապույտ անձնագիր ունեցող մեր հայրենակիցների մասին է: Զուտ իրավական տեսանկյունից՝ եթե նրանք պետք է վճարվեն Արցախի պետբյուջեից, ապա, այս դեպքում էլ, մեր տեղեկություններով, Հայաստանի կառավարությունը չի կատարել ամսական վճարումը, ինչը թույլ կտար ԱՀ վտարանդի կառավարությանը կատարել վճարումներ: Փոխարենը որոշվել է նոյեմբերդեկտեմբեր ամիսներին 50 հազարական դրամ տրամադրել, որը կարող է «փոխարինել» արցախցիների չստացած աշխատավարձերին, նպաստներին կամ թոշակներին:

Մեր աղբյուրի փոխանցմամբ, այսպիսով կառավարությունը մի քանի խնդիր է լուծում. նախ՝ իր «համաձայնությունն» է հայտնում ԱՀ լուծարմանը, երկրորդ՝ արցախցիներին տրվող այդ գումարները համարում է մեծ լավություն: Զուգահեռ, մեր ունեցած տեղեկություններով, կառավարությունում ակտիվորեն քննարկվում է արցախցիներին փախստականի կարգավիճակ տալու հարցը, որի պարագայում կլինեն համապատասխան վճարումներ: Ճիշտ է, երեկ ԱԺ-ում Նիկոլ Փաշինյանը նշեց, թե որոշվել է արցախցիներին տալ ժամանակավոր պաշտպանության կարգավիճակ, բայց այս դեպքում էլ «բանալի բառը» ժամանակավորն է: Այսինքն, վերջնարդյունքում դարձյալ համակարգային առումով խնդիրներին լուծում չի տրվում. իշխանությունները «փիառվում» են, արցախցիների խնդիրներն ու անորոշությունները՝ մնում:
