Արդյո՞ք ընդդիմադիր պատգամավորների կողմից մանդատներից հրաժարվելու հարց քննարկվում է, և որքանո՞վ է, ընդհանրապես, դա նպատակահարմար․ «Փաստ»

«Փաստ» օրաթերթը գրում է.

Այս օրերին թերթին պարբերաբար տեղեկություններ են հասնում, որ մինչև տարեվերջ խորհրդարանի ընդդիմադիր խմբակցությունների պատգամավորները հնարավոր է վայր դնեն իրենց պատգամավորական մանդատները։ Կան նաև տեղեկություններ, որ մանդատից կարող են հրաժարվել առանձին պատգամավորներ: Թերթը թեմայի հետ կապված մեկնաբանություն է խնդրել ԱԺ «Հայաստան» և «Պատիվ ունեմ» խմբակցություններից: «Հայաստան» խմբակցության պատգամավոր Ագնեսա Խամոյանը «Փաստի» հետ զրույցում ասաց. «Քաղաքական այդ սցենարը չենք բացառում, բայց այս պահին նման քննարկում չենք ունեցել»։ «Պատիվ ունեմ» խմբակցության ղեկավար Հայկ Մամիջանյանը «Փաստի» հետ զրույցում նշեց, որ, իր կարծիքով, անհրաժեշտ է մնալ խորհրդարանում և պայքարել։

«Դժվար թե ինձանից շատ որևէ մեկը նյարդայնանա այն կեղծ, ամբողջությամբ խաբեությամբ պարուրված, հայությանը մոլորեցնելու նպատակով ընթացող հրապարակային բոլոր այն գործընթացներից, որոնք ԱԺ-ում իրականացնում է «Քաղաքացիական պայմանագիրը»։ Հետևաբար, դրա մաս կազմել ես պարզապես ցանկություն չունեմ, բայց այստեղ խնդիրը հետևյալն է. կարծես առկա է կոնսենսուս, որ Փաշինյանի հեռացման լավագույն տարբերակը իմպիչմենթի իրականացումն է։ Իմպիչմենթի գործընթացն իրացնելու համար, ինչպես հայտնի է, հարկավոր է 54 ձայն, իսկ ընդդիմությունն այս պահին ունի 36 մանդատ։ Մի կողմ դնելով բոլոր այն տեխնիկական խնդիրները, որոնք կարող են առաջանալ մանդատները դնելու հետ կապված, ուշադրություն պիտի դարձնենք երկու փաստի:

Առաջին՝ ես համարում եմ, որ եթե մենք ակնկալում ենք Փաշինյանի հեռացումը կազմակերպել «փողոցային ճնշում և իմպիչմենթ» բանաձևի միջոցով, ապա անտրամաբանական է դառնում հրաժարվել անգամ առկա մանդատներից, այլ կերպ ասած՝ եթե մենք հիմա կարիք ունենք 18-19 ձայնի, ապա այդ պարագայում կարիք կունենանք 54 ձայնի։ Ճիշտն ասած, դա իմ համար հակատրամաբանական է։ Երկրորդ՝ եթե անգամ հաջողվի, որ բոլորը մանդատները վայր դնեն, և ՔՊ-ն խորհրդարանում մնա միայնակ, դա սահմանադրական ճգնաժամ չի առաջացնելու, քանի որ 1/3-ով ընդդիմության պարտադիր ներկայության նորմը գործում է խորհրդարանի ձևավորման համար, ուստի մենք ընդամենը կունենանք միակուսակցական պառլամենտ, որը գուցե ինչ-որ քաղաքական ճգնաժամ ստեղծի, ավելին՝ վստահաբար այդ քաղաքական ճգնաժամը կստեղծվի, բայց նմանօրինակ գնահատական հազիվ թե միջազգային կառույցներից կամ միջազգային դերակատարներից ստանանք։

Ուստի, այս տրամաբանության մեջ, իմ խորին հարգանքով իմ բոլոր ընկերների և գործընկերների նկատմամբ, ովքեր ամենատարբեր պատճառներով վայր են դրել մանդատը, ես համարում եմ, որ անհրաժեշտ է մնալ խորհրդարանում և պայքարել. պայքարել այնքան ժամանակ, մինչև որ հաջողության հասնենք»։
