Թուրքիան և Ադրբեջանն ընդդեմ Հայաստանի տնտեսության. Ովքե՞ր են նրանց «դաշնակիցները»

Իր երկրի տարածքում նոր ատոմակայան կառուցող Թուրքիան դիմել է ատոմային էներգիայի միջազգային գործակալությանը՝ պահանջելով դադարեցնել Մեծամորի հայկական ԱԷԿ-ի գործունեութունը։ Դիմումի տեքստը ներկայացվել է թուրքական խորհրդարանում և նշվել, թե իբր հայկական ատոմակայանը վտանգ է ներկայացնում ամբողջ տարածաշրջանի համար։ Այն, որ Թուրքիան արդեն տասնամյակներ շարունակ փորձում է ամեն գնով դադարեցնել հայկական ատոմակայանի աշխատանքը, զարմանալի չէ։ Ատոմակայանը Հայաստանի էներգետիկ անվտանգության ողնաշարն է և թշնամական պետությունները փորձում են բոլոր հնարավոր միջոցներն օգտագործել ԱԷԿ-ի շահագործումը դադարեցնելու, ատոմակայանը փակելու համար։ Բացի էներգետիկ առումներից ատոմակայանը նաև լրջագույն անվտանգային խնդիր է լուծում Հայաստանի Հանրապետության համար, ուստի և պետք է գտնվեր Թուրքիայի և Ադրբեջանի ուշադրության կենտրոնում։

Զարմանալիորեն ԱԷԿ-ի կոնսերվացման թուրքական առաջարկը համընկել էր մի շարք էկոլոգիական կազմակերպությունների կողմից Վերակառուցման և զարգացման եվրոպական բանկին ուղղված կոչի հետ։ 9 երկրների 20 և միջազգային բնապահպանական 7 կազմակերպություններ դիմել են միջազգային բանկին՝ կոչ անելով վերանայել Հայաստանում հանքարդյունաբերության ոլորտում իրականացվող ներդրումային ծրագրերը։

Պահանջողների ցանկում ադրբեջանցիների հետ միասին ներկայացված են նաև մի շարք հայկական բնապահպանական կազմակերպություններ՝ «Էկոլուրը», «Բնապահպանական ճակատը»։ Այս կազմակերպությունների թիրախում էլ Հայաստանի տնտեսության ողնաշարն է՝ հանքարդյունաբերությունը, հատկապես առաջին հերթին Զանգեզուրի պղնձամոլիբդենային կոմբինատը և նրան առնչվող մեծ գործարանները, որոնք, ի դեպ, անցած տարի ապահովել են Հայաստանի բյուջեի մուտքերի գրեթե 10 %-ը։

Ադրբեջանը 44-օրյա պատերազմից հետո բոլոր առիթներն օգտագործում է բնապահպանական հարցերը միջազգային ասպարեզ հանելու, Հայաստանին մեղադրանքներ հասցեագրելու համար։ Չմոռանանք, որ Լաչինի շրջափակումն էլ սկսվեց իբր բնապահպանական ակցիայով։ Իր երկրի տարածքում բնապահպանական և ցանկացած այլ իրավապաշտպանական գործունեություն խստորեն կասեցնող Ադրբեջանը, առիթը բաց չի թողնում բնապահպանական խնդիրները Հայաստանի դեմ օգտագործելու համար։

Տևական ժամանակ նշում ենք, որ այս հարցում Ադրբեջանն ունի «դաշնակիցներ» Հայաստանի տարածքում։ Բնապահպանական կազմակերպությունները կամա, թե ակամա, գիտակցված, կամ չգիտակցված, մի գուցե նաև պատվերով, իրենց բոլոր ջանքերն ուղղում են Հայաստանի տնտեսությունը թուլացնելու առումով։ Հատկապես այսօր, երբ պատերազմից հետո ծանրագույն իրավիճակ է ստեղծվել երկրում, նման քայլը ոչ այլ ինչ է, քան սովորական դավաճանություն և կոլաբորացիոնիզմ։ Ուշագրավ է, որ Թուրքիան, Ադրբեջանը և «հայ բնապահպանները» գործում են սինխրոնացված և մեկ ծրագրով։
