Ցանկացած անձ, որն աջակցում է Ադրբեջանին Արցախի շրջափակման մեջ ցեղասպանության մասնակից է. Լեմկինի ինստիտուտ

Լեմկինի անվան ցեղասպանությունների կանխարգելման ինստիտուտը անդրադարձել է օգոստոսի 15-ին Արցախի ադրբեջանական շրջափակման հետևանքով սովից մահացած 40-ամյա տղամարդու լուրին։

«Լեմկինի անվան ցեղասպանությունների կանխարգելման ինստիտուտը վշտացած է 2023 թվականի օգոստոսի 15-ին Արցախի ադրբեջանական շրջափակման հետևանքով սովից մահացած 40-ամյա Կ. Հովհաննիսյանի մահվան լուրից, ինչի մասին վկայում են Արցախի Հանրապետության դատաբժշկի զեկույցները: Արցախի շրջափակումը, որը շարունակվում է 2022 թվականի դեկտեմբերի 12-ից, պատճառ է դարձել թերսնուցման, վիժումների և բժշկական բարդությունների, և այս ամենը կապված է այն բանի հետ, որ մարդիկ չեն կարողանում  ստանալ պատշաճ սնուցում և բժշկական օգնություն: Այժմ շրջափակումը սկսել է հանգեցնել սովից Արցախի քաղաքացիների ուղղակի մահվան։

Այս շրջափակումը ցեղասպան է իր նպատակադրմամբ, այն է՝ ոչնչացնել Արցախի հայ բնակչությանը կա՛մ զանգվածային տեղահանման, կա՛մ զանգվածային սովի միջոցով: Ադրբեջանի նախագահ Իլհամ Ալիեւը բազմիցս հայտարարել է այդ մասին, այդ թվում՝ 2023 թվականի մայիսի 29-ի իր հայտարարության մեջ, երբ սպառնացել է. «Երրորդ հրավեր չի լինելու։ Կա՛մ իրենք խոնարհաբար կգան մեզ մոտ, կա՛մ իրադարձությունները կզարգանան այլ ուղղությամբ։ Մենք ունենք բոլոր հնարավորությունները այս տարածաշրջանում ցանկացած գործողություն իրականացնելու համար։ Հետևաբար,  «խորհրդարանը» պետք է լուծարվի, իրեն «նախագահ» անվանող անձը պետք է հանձնվի, բոլոր «նախարարները»,  «պատգամավորները»  պետք է լքեն իրենց պաշտոնները։  Միայն այդ դեպքում կարելի է խոսել որևէ համաներման մասին»։

Լեմկինի ինստիտուտը ցանկանում է պարզաբանել, որ այնպիսի առաջնորդներ, ինչպիսիք են Թուրքիայի նախագահ Ռեջեփ Թայիփ Էրդողանը, Ռուսաստանի նախագահ Վլադիմիր Պուտինը, Եվրոպական հանձնաժողովի նախագահ Ուրսուլա ֆոն դեր Լեյենը, Եվրոպական խորհրդի նախագահ Շառլ Միշելը, Ֆրանսիայի նախագահ Էմանուել Մակրոնը, Գերմանիայի կանցլեր Օլաֆ Շոլցը, ԱՄՆ նախագահ Ջո Բայդենը, ԱՄՆ պետքարտուղար Էնթոնի Բլինքենը և մնացած բոլոր առաջնորդները, որոնք ստեղծել են անպատժելիությունը, որով այժմ գործում է նախագահ Ալիևը, ուղղակի պատասխանատվություն են կրում այդ մարդու մահվան, ինչպես նաև կարող են ներգրավված լինել Ցեղասպանության հանցագործության մեջ։

Լեմկինի անվան ցեղասպանությունների կանխարգելման ինստիտուտը ցանկանում է ևս մեկ անգամ պարզաբանել, որ ցանկացած անձ և/կամ պետություն, որն աջակցում է Ադրբեջանին Արցախի շրջափակման մեջ, ուղղակիորեն օտարերկրյա օգնության միջոցով կամ անուղղակիորեն, հրաժարվելով օգտագործել իրենց տրամադրության տակ եղած բոլոր դիվանագիտական գործիքները, հանդիսանում է Արցախի Հանրապետության 120 000 քաղաքացիների ցեղասպանության մասնակից և կարող է պատասխանատվության ենթարկվել դատարանում հանցակցության համար: Խստորեն անհրաժեշտ է, որ միջազգային առաջնորդները անհապաղ գործողություններ ձեռնարկեն Ադրբեջանի դեմ` Արցախի Հանրապետությունում հետագա մահերը կանխելու համար»,- նշված է անդրադարձի մեջ:
