Արցախից պաշտոնական հաղորդագրություն ստացվեց

Արցախի Արտաքին գործերի նախարարությունը հայտարարություն է տարածել. «Կարևորում ենք Միավորված ազգերի կազմակերպության, Եվրոմիության, Եվրոպայի խորհրդի և այլ հեղինակավոր միջազգային դերակատարների կողմից ամենաբարձր մակարդակով հնչեցվող կոչերը՝ Ադրբեջանի կողմից Լաչինի միջանցքի ապօրինի արգելափակումն անհապաղ դադարեցնելու վերաբերյալ։ Միևնույն ժամանակ, ակնհայտ է, որ նման կոչերը որևէ ազդեցություն չեն ունենում Ադրբեջանի ղեկավարության վրա, որը, ամենաթողության և լիակատար անպատժելիության պայմաններում, շարունակում է իր ցեղասպան քաղաքականությունը և սովամահ անում Արցախի 120 000 բնակիչներին՝ նրանց համար ստեղծելով անտանելի կենսապայմաններ։

Միջազգային կառույցների, առանձին պետությունների և կազմակերպությունների պարբերական կոչերում և հայտարարություններում բոլորն առանց բացառության արձանագրում են Լաչինի միջանցքի ապօրինի շրջափակման փաստը և նշում միջանցքով ազատ տեղաշարժի վերականգնման անհրաժեշտությունը, սակայն, այդ ուղղությամբ գործուն և կոնկրետ քայլեր չեն ձեռնարկվում։ Այնինչ, Արցախի Հանրապետությունում ստեղծված մարդասիրական աղետը և մարդու իրավունքների ճգնաժամն օրեցոր ավելի են վատթարանում։
Արցախ հումանիտար օգնություն հասցնելու համար այլընտրանքային ճանապարհների օգտագործման հնարավորության մասին վերջին շրջանում Ադրբեջանից հնչող հայտարարությունները հերթական անգամ ցույց են տալիս, որ Բաքուն շրջափակումն օգտագործում է որպես զենք և Արցախի ժողովրդին ճնշելու միջոց։ Ադրբեջանը մարդկանց տառապանքներն ու իր իսկ ստեղծած հումանիտար ճգնաժամը օգտագործում է սեփական քաղաքական նպատակներին հասնելու համար։ Ադրբեջանի նման գործողությունները և գործելակերպը հակամարդկային լինելու պատճառով պետք է ամենավճռական ձևով մերժվեն միջազգային հանրության կողմից։

Այս կապակցությամբ հերթական անգամ հաստատակամորեն կոչ ենք անում բոլոր շահագրգիռ պետություններին, միջազգային կազմակերպություններին և մյուս միջազգային դերակատարներին խոսքից անցնել գործի՝ վերջ դնելու Ադրբեջանի կողմից Արցախի և նրա ժողովրդի դեմ իրականացվող միջազգային հանցագործություններին։ Հիշեցնում ենք, որ ցեղասպանության հանցագործության կանխարգելումը պետություների erga omnes (բոլորին վերաբերող) պարտավորություն է, համաձայն որի՝ յուրաքանչյուր պետություն պետք է ակտիվ և շարունակական ջանքեր գործադրի՝ նման հանցագործության կանխման համար։

Արցախի Հանրապետությունում շարունակվող մարդասիրական աղետի և մարդու իրավունքների ճգնաժամի դադարեցումը իրական մարտահրավեր է ներգրավված միջազգային դերակատարների գործունակությունը։ Համոզված ենք, որ իրենց հանձնառությունների համաձայն, նրանք ի վիճակի են վերացնել Ադրբեջանի կողմից միջազգային իրավակարգի նման ակնհայտ ու կոպիտ խախտումը և կանխարգելել ցեղասպանության հանցագործության իրականացումը։ Այլապես, հակամարտության խաղաղ և երկարատև կարգավորման վերաբերյալ բոլոր կոչերը կլինեն իրականությունից կտրված, բովանդակազուրկ ու անհեռանկար»:
