Առողջապահության նախարարությունն այսուհետ ցանկացած ներկրված դեղորայքի համար կտա այնպիսի փաստաթուղթ, որի արդյունքում ՊԵԿ-ը կարող է տրամադրել դրոշմապիտակ, և դեղատները վարչական պատասխանատվության չեն ենթարկվի՝ վաճառելով չգրանցված դեղորայք: Այդ մասին նախագիծը ԱԺ արտահերթ նիստին ներկայացրեց ՔՊ պատգամավոր Նարեկ Զեյնալյանը՝ ընդգծելով, որ նպատակը ՀՀ-ում դեղերի շուկան բարելավելն է:

Ըստ Զեյնալյանի՝ փոփոխության անհրաժեշտությունը ծագել է, երբ տեսչական մարմինը դեղատներում հայտնաբերել է դրոշմապիտակավորված, բայց ՀՀ-ում չգրանցված, ըստ այդմ՝ անօրինական ներկրված դեղորայք:

«Դեղերի ներկրման ընթացակարգը հետևյալն է՝ ներկրողը դեղը ներկրում է ՀՀ, եթե ԵԱՏՄ երկրներից է գալիս, ուղիղ գնում է ներկրողի պահեստ, եթե երկրորդ երկրներից է, մնում է մաքսատանը, որից հետո ներկրողը դիմում է առողջապահության նախարարություն, կատարվում է դեղի նմուշառում, ԱՆ-ն փորձաքննության է ենթարկում դեղորայքը, հավաստիանում է նրա գրանցված լինելու մասին, որից հետո ներկրողին տալիս է ներկրման հավաստագիր, որից հետո ներկրողը հայտ է ներկայացնում ՊԵԿ, հայտ է լրացնում, որտեղ նշվում է կամ պետք է նշվի հերթական հավաստագրի հերթական համարը, ինչից հետո ստանում է դրոշմապիտակ և իրավունք է ունենում օտարել ապրանքը»,- պարզաբանեց պատգամավորը, ապա հավելեց. «Պարզվում է, որ ՊԵԿ-ը հնարավորություն չունի՝ ստուգելու ներկրման հավաստագրի փաստը, դրա առկայությունը, այսինքն՝ ներկրողը կարող է պատահական թվեր լրացնել հայտի մեջ ներկրման հավաստագրի տողի տակ և ստանալ դրոշմապիտակ»:

Նախագծով նախատեսվում է նախ ինտեգրել ԱՆ-ի և ՊԵԿ-ի համապատասխան համակարգերը, որպեսզի ՊԵԿ-ը կարողանա ստուգել ներկրման հավաստագրի առկայությունը, և հավաստիանալ, որ նախարարությունն իսկապես թույլատրել է այդ ապրանքը ներկրել Հայաստան, որից հետո նոր կտրամադրվեն համապատասխան դրոշմապիտակները:

«Դրոշմապիտակավորման ենթակա ապրանքների ցանկում ավելացրել ենք 2 ծածկագրով ապրանքներ, որոնք ևս դեղորայք և դեղանյութեր էին, բայցևայնպես, բացակայում էին այդ ապրանքների ցանկից»,- ասաց նա:

Առողջապահության նախարար Անահիտ Ավանեսյանն իր ելույթի ժամանակ նշեց, որ նախագծով դեղերի կարգավորման էֆեկտիվություն է բարձրացվում, ապա պարզաբանեց. «Այն պարագայում, երբ դեղը ներմուծվում է ոչ թե ԵԱՏՄ երկրներից, այլ ընդհանուր մաքսային տարածքի շրջանակներից, որոշ տնտեսվարողներ ունեին հնարավորություն՝ առանց հավաստագիր ստանալու, ՊԵԿ-ին դիմելով, ստանալ դրոշմապիտակներ և դրանք փակցնել դեղի վրա: Այսուհետ նրանք պետք է ոչ միայն նշեն տրված հավաստագրի համարը՝ ՊԵԿ-ից ստանալու համար դրոշմապիտակներ, այլև կստեղծվի ուղիղ կապ՝ ՊԵԿ-ԱՆ, որպեսզի հավաստի լինի նաև ստանալու փաստը, հավաստագրված լինելու փաստը»:
