Կարեն Կարապետյանի հեռացման նախապատրաստումը

ԱՌԱՋԻՆ / Ի՞նչ ուրախ ու անհոգ կլիներ մեր կյանքը, եթե Կարեն Կարապետյանի իրական քաղաքականությունը գոնե մի քիչ կապ ունենար այն գեղեցիկ կարգախոսների հետ, որ նա հնչեցրել է քարոզարշավի ժամանակ կամ, եթե իրականություն դառնային այն համոզիչ ելույթները, որոնցով վարչապետը մարզային խորհրդակցությունների ժամանակ նախատում է համայնքապետերին:

Կարեն Կարապետյանը վարչապետության արշալույսին խոստանում էր անողոք պայքար մղել կոռուպցիայի և մենաշնորհների դեմ, սակայն հովանավորչությունն այնքան ցցուն և ցինիկ դարձրեց, որ իր ամենամերձավոր պաշտոնյայի բիզնեսն օժտեց արտոնություններով, իսկ կառավարության միջին օղակներում աշխատանքի անցնելու համար պարտադիր է դարձել «գազավիկի» մկրտությունը:

Ընտրական գործընթացի ժամանակ Կարեն Կարապետյանը յուրաքանչյուր մարզում թվերի լեզվով խոսում էր պետական աջակցության և սպասվող ներդրումների մասին: Հիմա նույնիսկ լրագրողները չեն կարողանում տեղեկանալ ներդրումների իրական ծավալի մասին. այն, ըստ ամենայնի, այնքան փոքր է, որ կառավարությունը գերադասում է դիմել վիճակագրական աճպարարության՝ ինչ-որ թվեր ցույց տալու համար:

Եթե մի նախադասությամբ ամփոփենք Կարապետյանի մարզային այցերն ու խորհրդակցություններն, ապա նա, ըստ էության, մարզպետներին ու հանայնքապետերին մեղադրում է ոչ բավարար պատրաստվածության ու դիլետանտիզմի մեջ, անգամ մարզպետների համար կազմակերպվում են հատուկ դասընթացներ: Նման նշաձող սահմանող վարչապետը, բնականաբար, առաջնահերթություն պետք է համարեր կրթության զարգացումը, մանավանդ, եթե խոստանում է «աշխարհը շուռ տալ» ՏՏ ոլորտի շնորհիվ: Մինչդեռ՝ կառավարության 2018-2020 թվականների միջնաժամկետ ծախսերի ծրագրով ՀՆԱ-ից ոլորտին հատկացվող մասնաբաժինը նվազեցվելու է․ եթե այս տարի այն կազմում է 2.34 տոկոս, 2018-ին կլինի 2.18 տոկոս, 2019-ին` 1.99 տոկոս, իսկ 2020 թվականին` 1.85 տոկոս: Կրթության ոլորտը ռազմավարական է և դրա նկատմամբ վերաբերմունքից կարելի է իրական և ոչ կարգախոսային դատողություններ անել Կարեն Կարապետյանի և նրա կաբինետի արժեքային համակարգի մասին: Կարծում ենք՝ ներկայացված թվերն այնքան խոսուն են, որ մեկնաբանություններն ավելորդ են:
