«Հայաքվե»-ն հասցրել է կանգնել գործող վարչախմբի կոկորդին

«Հայաքվե» նախաձեռնությունն արդեն կարճ ժամանակահատվածում հասցրել է կանգնել գործող վարչախմբի կոկորդին։ Եթե առաջին օրերին փաշինյանական իշխանության տարբեր ներկայացուցիչներ և նրանց քարոզչական սպասարկուներն առանձնապես ջանքեր չէին գործադրում «Հայաքվե» նախաձեռնությանը հարվածելու, ապա վերջին մեկ-երկու օրերին, հաշվի առնելով «Հայաքվե»-ի չափազանց մեծ տարածվածությունն, իշխանությունը լայն թափով հարձակումներ է սկսել, ընդհուպ երեկ «Քաղպայմանագիր» խմբակցության պատգամավոր Գևորգ Պապոյանը «Հայաքվե»-ին մեղադրել է պատերազմ հրահրելու մեջ։

Ըստ Պապոյանի՝ նման նախագծի ընդունման հաջորդ վայրկյանին Ադրբեջանը Հայաստանի ու Լեռնային Ղարաբաղի հանդեպ կսկսի լայնածավալ ռազմական ագրեսիա՝ դրանից բխող հետևանքներով, իսկ «Հայաքվե»-ի թիկունքում, ըստ Պապոյանի, խորհրդարանական ընդդիմությունն է, որը նոր պատերզմի պատասխանատվութունն իր վրայից փորձում է գցել ժողովրդի վրա՝ ծանր մարդկային ու տարածքային կորուստների գնով իշխանության գալու նպատակով։

Բնականաբար, այն որ «Հայաքվե»-ն դառնալու էր գործող վարչախմբի թիրախը, որևէ մեկը չէր էլ կասկածում։

Օրենսդրական նախաձեռնության նպատակն Արցախի հանձնումը քրեականացնելն է և օրենքի ուժով այն արգելափակելը։ «Հայաքվե»-ի նախաձեռնող խմբից տեղեկացնում են, որ թեև օրենքով ստորագրահավաքի ժամկետը 60 օրացուցային օր է՝ մինչև օգոստոսի 19-ը ներառյալ, սակայն վստահաբար այն ավելի շուտ կավարտեն, ստորագրողների ակտիվությունը չափազանց մեծացել է։

Ի դեպ, երեք համայնքներում, որտեղ ղեկավարները «Քաղաքացիական պայմանագրից» են՝ Դիլիջանում, Սպիտակում և Սիսիանում, հրաժարվել են «Հայաքվե»-ին տարածք տրամադրել և այդ համայնքների բնակիչները պետք է իրենց միջոցներով, կամ «Հայաքվե»-ի նախաձեռնող խմբի աջակցությամբ հասնեն այլ համայնքներ՝ ստորագրելու նպատակով։

Բացի Պապոյանից «Հայաքվե»-ի դեմ իսկական արշավ են սկսել նաև իշխանությանը պատկանող քարոզչական ռեսուրսներն ու տարբեր քաղաքագետներ, ինչը վկայում է, որ այս նախաձեռնությունը լրջագույն խնդիր է դարձել գործող իշխանությունների համար։
