Նոր արգելք ձմերուկի և սեխի վաճառքում

Սեղմեք ԱՅՍՏԵՂ, լրացրեք օնլայն հայտը և մոռացեք հոսանքի վարձի մասին

Էկոնոմիկայի նախարարությունը հանրային քննարկման է ներկայացրել «Առևտրի և ծառայությունների մասին» օրենքում լրացում և փոփոխություն կատարելու մասին նախագիծը։

Iravaban.net-ի փոխանցմամբ՝ նախագծի ընդունմամբ նախատեսվում է, կանոնակարգել ձմերուկի և սեխի վաճառքի պայմանները և սահմանել դրույթ՝ արգելելով վերջինիս վաճառքը կտրված կամ մասերով, քանի որ վաճառողները շատ դեպքերում կտրված կամ մասերով վաճառքի դեպքում չեն պահպանում հիգիենիկ կանոնները․ «Չկա երաշխիք, որ կտրելուց առաջ ձմերուկը կամ սեխը լվացվել է կամ ի՞նչ դանակով, որ կտրել են լվացել են, թե ոչ և արդյո՞ք դրանից առաջ ուրիշ ապրանք չի կտրվել։ Այս համատեքստում, չպահպանելով հիգիենիկ նորմերը, հատկապես շոգ եղանակին նպաստավոր պայմաններ է ստեղծվում միկրոօրգանիզմների բազմացմանը՝ առաջացնելով աղիքային տարբեր խանգարումներ և հիվանդություններ։ Հաջորդ փոփոխությամբ կփոփոխվի ճաշացուցակին ներկայացվող պահանջները՝ ինչը միտված է կանխելու սպառողներին մոլորություն գցող գործողությունները»։

Նշվում է, որ կտրված ձմերուկը և սեխը համարվում են արագ փչացող ապրանք և պետք է պահպանվեն սառնարանում, մինչդեռ դրանք վաճառվում են ոչ սառնարանային պայմաններում։ Միաժամանակ բազմաթիվ են դեպքերը, երբ ոչ ստացիոնար վայրերում (տոնավաճառներում, տաղավարներում) վաճառվում է գետնի վրա դրված, առանց ծածկի կամ հովանոցի՝ ուղիղ արևի ճառագայթների տակ, ինչը նույնպես վտանգ է հանդիսանում մարդու կյանքի և առողջության համար։

«Հարկ է նշել, որ առավել ևս բաց տարածքներում, ճանապարհների երկայնքով՝ մայթերին, անհնար է լվանալ կտրած ձմերուկը կամ սեխը, ինչպես նաև դանակը, որով կտրվել է։ Նախագծում կատարվող հաջորդ փոփոխությունը վերաբերում է կաթնամթերքի վաճառքին հանրային սննդի օբյեկտներում, մասնավորապես պանրի վաճառքի դեպքում ճաշացուցակում տարանջատված և նշված չեն կաթնամթերքը պատրաստված է բնական հումքով, թե կաթնային յուղի փոխարինիչով։ Բոլորին հայտնի է, որ կաթնային յուղի փոխարինիչով պատրաստված արտադրանքը ավելի էժան է, քան բնական հումքով պատրաստվածը։ Հստակ տարանջատման բացակայությունը սպառողին մոլորության մեջ գցող գործողություն է և քանի որ ճաշացուցակում չկա հստակ տարանջատում, տվյալ դեպքում սպառողը  ավելի թանկ վճարելով գնում է ավելի էժան արտադրանք, հետևաբար անհրաժեշտություն է առաջացել վերանայել ճաշացուցակին ներկայացվող պահանջները և կատարել լրացում նշելով նաև սննդային արժեքը, էներգետիկ արժեքը, քանի որ վերջին ժամանակներում սպառողները մեծ ուշադրություն են դարձնում սննդամթերքի կալորիականությանը։

Միաժամանակ  Նախագծին զուգահեռ անհրաժեշտ է փոփոխություն և լրացում  կատարել նաև նաև «Վարչական իրավախախտումների վերաբերյալ» ՀՀ օրենսգրքում՝ մասնավորապես 158-րդ հոդվածում կատարել լրացում այն է՝ ձմերուկի և սեխի կտրած կամ մասերի բաժանած վաճառքի դեպքում իրավախախտում  կատարած անձանց նկատմամբ նշանակել վարչական պատասխանատվություն՝  սահմանելով արարքին համարժեք վարչական տույժեր»,-նշվում է հիմնավորման մեջ:
