Կարևոր է խոսել հանքարդյունաբերության ոլորտում որակյալ ներդրումների ներգրավման մասին․ ԶՊՄԿ տնօրեն

Կառավարության համար ներդրումներ ներգրավելը և գրավչությունը բարձրացնելն ինքնանպատակ չէ: Այս մասին հանքարդյունաբերության ոլորտի ներկայացուցիչների հետ ոլորտի ռազմավարության շուրջ կլոր սեղան քննարկման ընթացքում նշեց Տեղական կառավարման և ենթակառուցվածքների փոխնախարար Հովհաննես Հարությունյանը։

«Մեզ համար շատ կարևոր է, որ մենք ապրենք մի այնպիսի միջավայրում, մեր սերունդներին ժառանգենք այնպիսի պետություն, որտեղ ստանդարտները կլինեն հստակ և բոլորի համար կանխատեսելի: Գաղտնիք չէ, որ շատ կարևոր ֆինանսական կազմակերպություններ իրենց ներդրումներն իրականացնելու համար այնպիսի տարածաշրջաններ են ընտրում՝ որտեղ կան հստակ ստանդարտներ, և այդ ստանդարտները կանխատեսելի են»,- ասաց նա։

Հարությունյանը նշում է՝ միջազգային ներդրողները ծրագրերը դիտարկելիս առաջնահերթությունը տալիս են երկրում ստանդարտների առկայությանը, և եթե դրանք չկան, մեծ դժվարություններ են առաջանում ծրագրերի իրականացման հարցում:

Հանքագործների մետալուրգների միության նախագահի խորհրդական Հայկ Ակարմազյանը կարծիքով՝ միջազգային ստանդարտներին մեր երկրի և ոլորտի համապատասխանությունը, պետք է լիներ ոչ թե որպես նպատակ, այլ որպես նպատակին հասնելու եղանակ, և նպատակ պետք էր ընտրել ներդրումային գրավչությունը։

«Մեր ոլորտում առկա խնդիրները, որոնք բոլորս գիտենք, իմ կարծիքով, հնարավոր է լուծել միայն ֆինանսական ներդրումների շնորհիվ: Մեր թիվ մեկ խնդիրը պետք է լինի հնարավորինս շատ ներդրումներ ներգրավելը, որպեսզի կարողանանք հասնել նրան, որ մեր երկրում լինի միջազգային մակարդակի հանքարդյունաբերություն»,- ասաց Ակարմազյանը։

Ի պատասխան Զանգեզուրի պղնձամոլիբդենային կոմբինատի՝ կայուն զարգացման գծով տնօրեն Արմեն Ստեփանյանը նշեց, որ իր խորին համոզմամբ՝ միջազգային ստանդարտների և ներդրումների գրավչությունը պետք է նայել մեկ հարթակի վրա։

«Մենք պետք է ձգտենք ոչ միայն ներդրումների գրավչությունը շատացնել, այլ կարևոր է որակյալ ներդրումների մասին խոսելը, այսինքն՝ ինչ ֆինանսական հաստատությունների, ինչ կազմակերպությունների կողմից են այդ ներդրումներն արվում, իսկ դրանք արդեն իրենք իրենց կողմից արդեն ինստիտուցիոնալ մոտեցման հետևանքով բերում են ստանդարտներ:

Այսպիսով, ստանդարտներն ու ներդրումները կարելի է դիտարկել երկու նպատակներ, քանի որ ներդումներին հասնելու համար շատ կարևոր է, որ նախևառաջ սահմանենք, թե որ ստանդարտների մասին է խոսք գնում, և արդեն տեսլականին հասնելու համար միանշանակ պետք է արձանագրենք ինչ-որ միջին ստանդարտ, որին կհամապատասխանեն բոլոր հանքարդյունաբերողները»,- ասաց նա:

Ստեփանյանի խոսքով՝ ուրախալի փաստ է, թե որքան հաճախ է հիշատակվում բնապահպանական, սոցիալական և կառավարչական ստանդարտների կիրարկումը ռազմավարության մեջ։

«Ակնհայտ է՝ որպես ուղենիշ ընտրված, որ այս ռազմավարությունն առնվազն այդ տեսանկյունից ճիշտ ուղենիշներ է սահմանում: Ներդրումների տեսանկյունից ցանկալի կլիներ, որ ավելի շատ շեշտադրումներ արվեր ռազմավարության մեջ: Բացի այդ կարևոր է որակյալ ներդրումների հարցը ռազմավարական մակարդակի բարձրացնելն ու դրանով առաջնորդվելը ապագայում»,- նշեց ԶՊՄԿ տնօրենը։
