«Հայաստանի պետական արարողակարգի ծառայությունը մեր երկրի ամենակայացած ինստիտուտներից մեկն էր, և Հայաստանին մշտապես մատնացույց էին անում ամենալրջագույն կենտրոններից, ինչպիսիք են՝ Փարիզը, Մոսկվան, Բրյուսելը, ԱՄՆ-ն», — Alpha Newsroom-ի ուղիղ եթերում ասել է 2001-2006 թվականներին Հայաստանի պետական արարողակարգի ծառայության ղեկավար Վահագն Մելիքյանը և հարցադրում արել, թե ինչպես ստացվեց, որ հանկարծ պարզվեց, որ Հայաստանը 25-30 տարի դիվանագիտական արարողակարգ չի ունեցել: Այս գնահատականը տվել է Նիկոլ Փաշինյանը:

Իր պաշտոնավարման 5 տարում ՀՀ գործող վարչապետը փոխել է արարողակարգի 3-4 ղեկավար, որը ըստ Մելիքյանի՝ Փաշինյանի քմահաճույքների հետևանքն է:

«Բոլորն էլ պրոֆեսիոնալներ էին, որոնք երկար տարիների փորձ ունեին հենց արարողակարգի ոլորտում: Հարց է առաջանում՝ ինչպես կարող է ստացվել, որ չորսն էլ հեռանան այդ պաշտոնից: Միանգամից չորս հոգի չի կարող մեղավոր լինել և սխալը սխալի հետևից անել», — նկատել է Մելիքյանը

Նա բացատրել է նաև, թե առհասարակ ինչպես է կազմակերպվում երկրի առաջին դեմքերի այցը այլ երկրներ: Երբ այցի օրն արդեն հաստատված է լինում՝ արարողակարգի մասնագետները քայլ առ քայլ, սանտիմետր առ սանտիմետր լինում են այն վայրերում, որտեղ պետք է լինի երկրի ղեկավարը, դրանից հետո սկսվում են բանակցությունները երկու երկրների համապատասխան մարմինների միջև՝ արարողակարգ, անվտանգութան ծառայություն և այլն:

Նախապես ճշտվում են մի շարք հարցեր, և ասել օրինակ, որ մենք չգիտեինք՝ ով է լինելու այդ փոքր սենյակում՝ արարողակարգի խոշորագույն վրիպում է:

Վահագն Մելիքյանի պնդմամբ՝ Փաշինյանից բացի Հայաստանի բոլոր ղեկավարները ենթարկվել են արարողակարգի աշխատակիցներին, և մինչև նրա՝ Հայաստանի ղեկին հայտնվելը, մենք երբևէ նման կիքսեր չենք ունեցել:

«Սա անպոչ գդալի նման ներս ընկնել չէ, արարողակարգը ժամ սիրող, րոպե, վայրկյան սիրող ինստիտուտ է, և դու պարատվոր ես կատարել քո պարտականությունները», — ընդգծել է Մելիքյանը:

Որևէ երկիր այց կազմակերպելը հսկայական աշխատանք է: Ծրագիր է կազմվում, որի տակ դրված է մի ամբողջական սցենար: Եթե ծրագիրը 3-4 էջից է կազմված, ապա սցենարը բաղկացած է 150 էջից: Պետության ղեկավարը դրանք կարդալով՝ պատկերացում է կազմում իր քայլերի մասին, թե ինչ պետք է անի օդանավից իջնելուց հետո:
