Հնարավոր կլինի՞ հասնել գազի սակագնի նվազեցման. «Փաստ»

«Փաստ» օրաթերթը գրում է

Նիկոլ Փաշինյանը, անդրադառնալով գազի գնին, 2020 թ. հայտարարել էր, թե «ռազմավարական գործընկեր երկրի կազմակերպությունը համընդհանուր ճգնաժամի և էներգակիրների շուկայի փլուզման պարագայում պետք է այլ մոտեցում ցուցաբերի»: Ավելին, նա տեղեկացրել էր, թե խոսել է ՌԴ նախագահ Պուտինի հետ և ակնկալում է, որ «այդ թեմայի շուրջ կգանք ընդհանուր հայտարարի, ու ՌԴ նախագահը կմիջամտի, որպեսզի կարողանանք «Գազպրոմի» ներկայացրած հայտի հետ կապված որոշում կայացնել»: Սակայն գազն, այնուամենայնիվ, թանկացավ. 2022 թվականին Հանրային ծառայությունների կարգավորման հանձնաժողովի կողմից կայացվեց որոշում, ըստ, որի, 2022թ. ապրիլի 1-ից գազի սակագինը բարձրացավ մի շարք սպառող խմբերի, այդ թվում՝ բնակիչների համար՝ դառնալով 143,7 դրամ՝ 1 խմ-ի համար։

Վերոնշյալ հայտարարությամբ Նիկոլ Փաշինյանի համարձակությունն ավարտվեց, ու այդուհետ նա բավարարվեց միայն զախարովաներին «ականջի օղ անելու» մակարդակի «պորտատեղադրմամբ», իսկ ահա ոչ միայն գլոբալ, այլև նույնիսկ գազի գնի հարցում բանակցել չկարողացավ: Փոխարենը, մեր տեղեկություններով, Հանրային ծառայությունները կարգավորող հանձնաժողով է դիմել «Ապրելու երկիր» կուսակցության նախագահ Մանե Թանդիլ յանը՝ փաստացի նախաձեռնելով բնակիչների համար գազի սակագնի փոփոխության գործընթաց՝ այն առնվազն 16 դրամով նվազեցնելու նպատակով։ Հիմնավորումը հետևյալն է. գազի սակագնի վրա ազդում է ներմուծվող գազի գինը, որը կազմում է 175,21 դոլար (ՀԾԿՀ կողմից սահմանված 8389 կկալ/խմ գազի համար)։ Սակագնի հաշվարկման և սահմանման պահին ներկրված գազի գինը կազմել է 84 100 դրամ (1 ԱՄՆ դոլարը 480 դրամ փոխարժեքով)։

Սկսած 2022 թ. 2-րդ կիսամյակից ԱՄՆ դոլարի փոխարժեքը կտրուկ նվազել է, որի արդյունքում 2022 թ. 2-րդ կիսամյակի միջին փոխարժեքը կազմել է 403 դրամ, իսկ 2023 թ. միջին փոխարժեքը տարվա սկզբից մինչև օրս՝ 390 դրամ։ Արդյունքում, արդեն գրեթե մեկ տարի է՝ ներմուծվող գազի գինը «Գազպրոմ Արմենիա» ՓԲԸ-ի համար էականորեն նվազել է՝ կազմելով միջինը 70 000 դրամ, իսկ այս պահին 67 700 դրամ, ինչը հիմնավոր առիթ է գազի սակագինը նվազեցնելու համար:
