Արցախում ապրող 120 հազար մարդիկ իրավունք ունեն որոշելու իրենց ապագան և ոչ մեկը չի կարող նրանց դրսից պարտադրել այդ որոշումը․ Ռուբեն Վարդանյան

Արցախի նախկին պետնախարար Ռուբեն Վարդանյանը «Դոժդ» հեռուստաընկերությանը տված հարցազրույցում մեկնաբանել է ՀՀ վարչապետ Նիկոլ Փաշինյանի պնդումն Ադրբեջանի տարածքային ամբողջականության վերաբերյալ, թե «86.6 հազար քառ. կմ-ն ներառում է նաև Լեռնային Ղարաբաղը: Բայց նաև պետք է արձանագրել, որ մենք ասում ենք, որ Լեռնային Ղարաբաղի հայության և իրավունքների, անվտանգության հարցը պետք է քննարկվի Բաքու-Ստեփանակերտում ձևաչափում»։

 

Ռուբեն Վարդանյանը մասնավորապես ասել է․ «Նախևառաջ, ՀՀ վարչապետի ասած խոսքերը չեն նշանակում, որ դա ընդունված որոշում է, առավել ևս, որ այդ որոշումը կիրառվել է, քանի որ նա չունի դրա իրավունքը՝ ընդունել որոշում ինքնուրույն ապրող Արցախի ժողովրդի փոխարեն։

Երկրորդը՝ Հայաստանի օրենսդրությամբ կան մեծ քանակով սահմանափակումներ, որոնք թույլ չեն տալիս մի մարդուն ընդունել նման որոշումներ։

 

Երրորդը՝ գալով իշխանության, նա խոստացել էր, որ ոչ մեկը չի կարող ընդունել որոշում, բացի Արցախի ժողովրդից։

Հետևաբար, ես այս պահին չէի դրամատիզացնի իրավիճակը և համարում եմ, որ այն հայտարարությունը, որ նա արել է՝ դա նրա անձնական կարծիքն է, որը նա փորձում է պարտադրել ժողովրդին ինչպես Հայաստանում, այնպես էլ Արցախում, բայց դա չի ընդունվի, և ես վստահ եմ, որ մարդկանց մեծամասնությունը կհամախմբվի և կպահանջի հանրաքվե, որով նա ևս մեկ անգամ կհամոզվի, որ Արցախում և Հայաստանում ապրող ժողովուրդը միասնական են այն հարցում, որ դա անհնար է՝ այն, ինչ որ նա առաջարկում է։

ՀՀ վարչապետն ունի որոշակի սահմանափակումներ, և ևս մեկ անգամ՝ ժողովրդի կամքն ամենից վեր է, հետևաբար հանրաքվեն, կարծում եմ, կդառնա համախմբումը այն մարդկանց, ովքեր կասեն, որ դա անհնար է, Արցախում ապրող 120 հազար մարդիկ, այդ թվում՝ 30 հազար երեխաներ, իրավունք ունեն իրենք որոշելու իրենց ապագան և ոչ մեկը չի կարող նրանց դրսից պարտադրել այդ որոշումը։

Գիտեք, Փաշինյանի հակավարկանիշը բացառիկ էր, 96 տոկոս էր, այս հերթական հայտարարությունը անելուց հետո այն դարձավ 100 տոկոս։ Հետևաբար, տարբեր կարծիքներ չկան, և Ազգային ժողովը, և հանրապետության ղեկավարությունը և ողջ ժողովուրդը այս հարցում համերաշխ են, որ այդ որոշումը միայն Արցախի ժողովուրդը, նրա օրինական իշխանությունը իրավունք ունեն ինքնուրույն ընդունել։

Ցավոք, մենք չգիտենք, թե իրականում ինչ է տեղի ունենում բանակցային գործընթացի կուլիսներում, բայց մի բան կարող ենք ասել, որ մարդը՝ ով պատերազմ է պարտվել, նրա համար դժվար է դուրս գալ հոգեբանական այդ վիճակից։ Չնայած, որ նա վերընտրվել է 2021 թվականին, այնուամենայնիվ ակնհայտ է, որ նրա վրա ճնշման բեռը այնքան մեծ է, որ նա այդպես էլ չհաղթահարեց պարտվողական այդ տրամադրությունը, և նա չի գիտակցում, թե ինչ է ինքն ասում։

Դա պարզապես Ադրբեջանի տարածքային ամբողջականության ճանաչում չէ, դրա հետևում ճակատագրական ահռելի գործընթացներ են, որոնք անհնար կլինի կանգնեցնել և դրա համար կամ նա չի հասկանում թե ինչ անում, հետևաբար հարց է առաջանում, ինչպես նա կարող է լինել վարչապետ կամ էլ նա հասկանում է՝ ինչ է անում, որն ավելի սարսափելի է, որովհետև այն, ինչ նա անում է, կբերի կատաստրոֆիկ հետևանքների Արցախում ապրող մարդկանց համար և Հայաստանի նույնպես։

Ես վստահ եմ, որ այն ինչ տեղի է ունենում Արցախում ուղղակիորեն կազդի նաև Հայաստանի վրա։ Եվ Արցախից հետո, հաջորդ փուլը կլինի Հայաստանի գրավումը»։
