«Աուդիտորների Պալատ»-ի նախագահ Նաիրի Սարգսյանի պատասխանը «Հրապարակ» օրաթերթի հարցին

- Նոր սահմանափակումներ են մտցվել, և ԱՄՆ-ից ու Եվրոպայից ապրանք բերող հայ գործարարները չեն կարողանում ապրանքն արտահանել ՌԴ։ Սա ի՞նչ վնասներ կարող է տալ ՀՀ տնտեսությանը։

«Հրապարակ» օրաթերթի հարցի պատասխանը ստորև.

- ԱՄՆ-ից և Եվրոպայից ապրանքներ Հայաստան ներկրելու, այնուհետև Ռուսաստան վերաարտահանելու հետ կապված խնդիրները նոր չեն՝ հենց պատժամիջոցների սկզբից եղել են, ուղղակի դրանք կային որոշակի ապրանքային խմբաքանակների վերաբերյալ։ Կային արտաքին տնտեսական գործունեության կոդեր, որոնց վերագրվող ապրանքները չէր կարելի վերաարտահանման միջոցով ուղղել դեպի Ռուսաստան։ Իհարկե, գնալով նոր սահմանափակումներ մտցրին, այդ կոդերը և ապրանքների տեսականու ցանկն ավելանում են։ Փողային փոխանցումները մշտապես եղել են պրոբլեմատիկ և բավականին դժվար ճանապարհներով են իրականացվել։ Մի դեպքում այլ երկրների միջոցով են իրականացվել, պայմանագրերով կարգավորվել։ Մի դեպքում Ռուսաստանից գումարը եկել է Հայաստան այլ հայկական ընկերության միջոցով, որպես միջնորդ ընկերություն, առքուվաճառք է կատարվել և այլն՝ դա նույնպես շարունակում է խստացվել։ Մանավանդ, որ մեր բանկային համակարգն առավել խոշորացույցի տակ է պահում այդ վճարումները, այսինքն, այսպես ասած, խնդիրները եղել են, ուղղակի ծավալային առումով՝ քանակապես մեծանում են։

Բնականաբար, Արևմուտքից Հայաստան ներկրողն ու վերաարտահանողը կամ հակառակը՝ Ռուսաստանից ներկրող և վերաարտահանող բիզնես ոլորտը մեծ վնասներ են կրելու։ Վնասները ոչ միայն վերաբերում են փոխանցումների բարդացումներին կամ արգելված ապրանքների անվանացանկի ավելացմանը, այլ հիմնականում տեխնիկապես կազմակերպմանը։ Բացի այդ, վերաարտահանումների հետ կապված փոխարժեքների տատանումների ֆոնին լրացուցիչ ռիսկեր ու վնասներ են կրում, ռուբլին նորից գահավիժել է, և շատ դեպքերում բարձր փոխարժեքով ստանում են, մինչև փոխակերպում են իրականացնում եվրոյի կամ դոլարի, փոխանցում են կատարում Արևմուտք, բեռը ստանում են, բեռը վերավաճառելու ժամանակ փոխարժեքը լրիվ այլ է լինում։

Այս դեպքում հայ գործարարները կրում են բավականին լուրջ վնասներ, ու նաև շատ են դեպքերը, երբ օրենսդրական խնդիր կա, երբ իրականում հայ գործարարը վնաս է կրում, բայց առաջանում են հարկեր։ Այս առումով նույնպես հայ գործարարների վիճակն այդքան էլ լավ չէ։
