Մրցո՞ւյթ... դա ի՞նչ է. օրվա իշխանության կաբինետներում երևի անգամ չլսված մի բան․ «Փաստ»

«Փաստ» օրաթերթը գրում է

Նիկոլ Փաշինյանն ու նրա՝ «առաջին շարքի» ներկայացուցիչները ինչի դեմ իբր պայքարում էին «ընդդիմություն աշխատելու» տարիներին, նույն բաներն ու շատ ավելի թունդ կերպով անում են՝ ինչ ահա արդեն 5 տարի դարձել են իշխանություն: Ինչի՞ց էին ամենաշատը աղմկում «ընդդիմադիր աշխատող» Փաշինյանն ու նրա խումբը: Իսկ ամենից շատ ու բարձր նրանք աղմկում էին, օրինակ՝ պետական գնումների թեմաներով, մասնավորապես, թե ինչպե՞ս է եղել, որ այսինչ ծառայության կամ մատակարարման մրցույթը շահել է «իքսը», և ինչպե՞ս է եղել, որ չի շահել «իգրեկը»:

Բայց այն բանից հետո, ինչ Նիկոլ Փաշինյանն է դարձել վարչապետ, իսկ նրա թիմակիցներն էլ առոք-փառոք բազմել ու սերտաճել են պետական բարձր պաշտոնների բազկաթոռներին, Հայաստանում գրեթե իսպառ վերացել է մրցույթ ասվածը: Գրեթե բոլոր ծառայություններն ու աշխատանքները, ապրանքները պետական միջոցներով «ձեռք են բերվում», այսպես կոչված, «մեկ անձից գնումով»: Ահավասիկ, «Ապրելու երկիր» կուսակցության համահիմնադիր Մեսրոպ Առաքել յանը գրառում է արել՝ նշելով, որ Երևանի քաղաքապետարանը 20.02.2023թ., «մեկ անձից գնման» կարգով, պայմանագիր է կնքել «Բեգրաունդ Փրոդաքշն» ՍՊԸ-ի հետ՝ ջազ համերգ կազմակերպելու համար՝ 89 280 000 դրամով։ Վատ չէ, վատ չէ:

Այնինչ, «Գնումների մասին» օրենքի համաձայն, մեկ անձից գնում կարող է կատարվել, եթե ծառայությունը հնարավոր է ձեռք բերել միայն մեկ անձից, կամ եթե արտակարգ իրավիճակի առաջացման հետևանքով ծագել է գնման անհետաձգելի պահանջ: Գրառման հեղինակը նկատում է նաև, որ ավելի վաղ «մեկ անձից գնումով» միջոցառում է կազմակերպվել նաև «Գիրք նվիրելու օրը», դրա վրա էլ 35 միլիոն դրամ է ծախսվել: Միլիոններ է, որ «մեկ անձից» գնումով մսխվում են: Ու գործնականում տարբերակ էլ չկա պարզելու, թե ինչ չափորոշիչներով է պետական միջոցներով այս կամ այն գնումն իրականացվել հատկապես տվյալ «մեկ անձից» ու հենց ա՛յդ գնով: Հիշո՞ւմ եք, որ «մեկ անձից գնումով» էր իրականացվել նաև մայրաքաղաքի «տոնական լուսավորությունը»՝ Ամանորին: Այն, որ Հանրապետության հրապարակի շենքերի պատերը փլավքամիչ էին դարձրել:

Ասենք, փաշինյանական իշխանության այս 5 տարիներին այդ ո՞ր գնումը չի անմրցույթ եղել, նույն՝ «մեկ անձից գնման» կարգով: Չէ, կռահելի է, որ այս իշխանությունը տեղով «արտակարգ իրավիճակ» է, բայց հետաքրքիր է, թե ո՞ւր են բոլոր այն բղավողները, զանազան գրանտային վերահսկիչները, որ նախկինում կոկորդ էին պատռում, երբ ինչ-որ բան առանց մրցույթի էր արվում: Ա՜... Նրանք բոլորը այն ժամանակ կոկորդ էին պատռում, որպեսզի հետո համերաշխորեն լռեն: Ի՞նչ իմանաս, որ նրանց էլ «մեկ անձից գնումով» չեն վերցրել ու դրել իշխանության գրպանում՝ տաք, ապահով, կուշտ: Կոռուպցիայի ու կոռուպցիոն ռիսկերի հերն էլ անիծած: Մրցո՞ւյթ: Դա ի՞նչ է: Դա քպական իշխանության կաբինետներում երևի չլսված կամ ուղղակի մոռացված ու արգելված բառ է:
