Մոսկվայի ուլտիմատումը Հայաստանին

Առաջին / ՌԴ պետդումայի խոսնակ Վյաչեսլավ Վոլոդինն առաջարկել է Հայաստանի իշխանություններին երկրում օրենսդրորեն պաշտոնական կարգավիճակ տրամադրել ռուսերեն լեզվին, որպեսզի Ռուսաստանի տարածքում հնարավոր լինի ճանաչել հայկական վարորդական իրավունքները: «Ես կարող եմ միայն մի բան ասել, ամրագրեք այն (ռուսերեն լեզուն) որպես պաշտոնական լեզու, և այդ ժամանակ օրենքն ավտոմատ կընդգրկի նաև Հայաստանի Հանրապետությունը»,- ասել է Վոլոդինը Հայաստանի Հանրապետության Ազգային ժողովի նախագահ Արա Բաբլոյանի հետ հանդիպմանը, որի ժամանակ բարձրացվել է Ռուսաստանում ազգային վարորդական իրավունքներով աշխատելու արգելքի մասին հարցը: Արմեն Աշոտյանը պնդում է, որ հենց հանդիպման ժամանակ հակադարձել է Վոլոդինին` պնդելով, որ ռուսաց լեզվի սահմանադրական կարգավիճակի հարց Հայաստանի օրակարգում չկա:

Հայաստանի ԱԺ նախագահ Արա Բաբլոյանն էլ տեղում հակադարձել է իր գործընկերոջը և ասել, որ նման հարց ՀՀ օրակարգում չի սպասվում: «Հայաստանում բոլոր դպրոցներում սովորում են ռուսերեն, ուստի ռուսերենի իմացությունը ամբողջությամբ բավարար է։ Կողմերը պայմանավորվեցին հարցին անդրադառնալ ապագայում»,-ասել է Բաբայանը։ Սակայն համաձայնենք, որ այս պարագայում ավելի համարժեք արձագանքի անհրաժեշտություն կա, առնվազն` խորհրդարանի նախագահի հայտարարության մակարդակով: Եթե նույն ռուսական լրատվամիջոցները տարածում են միայն Վոլոդինի խոսքը` անտեսելով Աշոտյանի արձագանքը, ապա Մոսկվայի մտադրությունները լուրջ են:

Եթե խնդիրն այս մակարդակով հրապարակայնացվում է, ապա գործ ունենք Ռուսաստանի իշխանությունների ակնհայտ վերջնագրի հետ: Ռուսական կողմը խնդիրը շատ կոնկրետ ու հստակ է դնում` կամ ռուսերենը Հայաստանում ունենում է պաշտոնական կարգավիճակ, կամ էլ` ձեր վարորդները զրկվում են Ռուսաստանում աշխատելու իրավունքից: Եթե հարցը հրապարակային մակարդակում այսպիսի սրություն է ստացել, պատկերացնել կարելի է` Մոսկվան ինչպիսի ճնշումներ է գործադրում Հայաստանի իշխանությունների վրա:
