Ես հստակ ասում եմ՝ մեր նպատակն է ունենալ անկախ Արցախ, աշխատելու եմ նրանց հետ, ովքեր համաձայն են իմ սկզբունքների հետ․ Ռուբեն Վարդանյան

Արցախի Հանրապետության պետական նախարար, օպերատիվ շտաբի պետ Ռուբեն Վարդանյանն այսօր ընդլայնված խորհրդակցություն է հրավիրել՝ պետական մարմինների ղեկավար կազմի մասնակցությամբ:

Պետնախարարը նշել է, որ Ադրբեջանի կողմից շարունակվող շրջափակումը պահանջում է ոչ միայն հրատապ խնդիրների վերաբերյալ որոշումների կայացում, այլև ստիպում է աշխատանքները նոր ձևով կազմակերպել, քանի որ  նոր մարտահրավերներին հնարավոր է դիմակայել միայն համակարգված  և թիմային աշխատանքով: Այս իրավիճակում նա առանցքային է համարել կարգապահությունն ու թափանցիկ աշխատանքը:

Ռուբեն Վարդանյանը նշել է, որ չնայած ադրբեջանական կողմն ամեն կերպ փորձում է աշխարհին ցույց տալ, թե շրջափակում չկա, սակայն երեկ ռուսական խաղաղապահ զորակազմի ուղեկցությամբ Գորիսից Ստեփանակերտ տեղափոխվող երեխաների հետ կապված միջադեպն ապացուցում է հակառակը. «Կատարվել է անընդունելի դեպք, որը հաստատեց, որ ճանապարհը փակ է մնում: Շուրջ վեց շաբաթ ընտանիքից բաժանված երեխաներին փորձ է արվել վերադարձնել   խաղաղապահների միջոցով, բայց տեսանք, որ անգամ այս  պարագայում ադրբեջանցիներն իրենց թույլ են տվել մտնել երեխաներին տեղափոխող մեքենա, նկարահանում կատարել. սա ակնհայտ ոտնձգություն է, և մեծ սթրես է եղել երեխաների համար»:

Խոսելով շրջափակման պատճառների մասին՝ պետնախարարը նշել է. «Սա քաղաքական շրջափակում է, սա միայն ճանապարհի արգելափակում չէ: Ադրբեջանի նպատակը Արցախի սուբյեկտայնությունը ոչնչացնելն է: Պայքարը գնում է  սուբյեկտայնության համար»:

Պետնախարար Ռուբեն Վարդանյանը կառավարության անդամներին  պարզաբանել է իրավիճակի հետ կապված իր մոտեցումները:

«Ես հստակ ասում եմ, որ մեր նպատակն է ունենալ անկախ Արցախ, որը պետք է լինի անվտանգ և զարգացած։ Դա շատ կարևոր նպատակ է, որին հասնելը շատ դժվար է։ Բայց ես դա՛ եմ համարում միակ ճանապարհը ու եկել եմ, որ միասին ամեն ինչ անենք՝  այդ նպատակին հասնելու համար,-ասել է պետնախարարը:- Հաջողության հասնելու միակ ճանապարհն այն է, որ մենք միասնական լինենք, ու ես, այո՛, աշխատելու եմ բոլոր նրանց հետ, ովքեր համաձայն են իմ սկզբունքների հետ: Հիմա մենք այնպիսի կետում ենք, որ ձախողվելու իրավունք չունենք»:

Գնահատելով ստեղծված իրավիճակը՝ նա նշել է, որ այն չափազանց  բարդ է, քանի որ ճգնաժամի պայմաններում արդեն հին համակարգն ու մեխանիզմները չեն գործում և անհրաժեշտ է համարել ճգնաժամին արձագանքող ճկուն լուծումներով  նոր ու ավելի արդյունավետ համակարգի ձևավորումը:

Խորհրդակցության ընթացքում քննարկվել են նաև շրջափակման հետևանքով մի շարք ոլորտներում ստեղծված խնդիրներն ու այդ պայմաններում բնակչության կենսագործունեության ապահովմանն ուղղված միջոցառումները:
