Շրջափակման դժվարությունները չեն կոտրել մարդկանց ոգին․ Ռուբեն Վարդանյանն օպերատիվ շտաբի նիստ է անցկացրել

Արցախի Հանրապետության պետական նախարար, Օպերատիվ շտաբի պետ Ռուբեն Վարդանյանի ղեկավարությամբ այսօր տեղի ունեցած շտաբի նիստում քննարկվել են Ադրբեջանի կողմից Արցախի շարունակվող շրջափակման պայմաններում բնակչության առաջնային կարիքների ապահովմանը վերաբերող մի շարք հրատապ հարցեր:

Այս համատեքստում կարևորվել է կտրոնային համակարգի ներդրումը, ինչը հնարավորություն կտա առավելագույնս համաչափ բաշխել առկա պարենային ապրանքները: Նշվել է, որ արդեն մշակվել են համակարգի ներդրման մեխանիզմները: Սկզբնական շրջանում այն նախատեսվում է կիրառել  առաջնային նշանակության մի քանի ապրանքատեսակների համար: Ներկայում իրականացվում են տեխնիկական և կազմակերպչական աշխատանքներ՝  առաջիկա օրերի ընթացքում կտրոնային համակարգի անցնելու համար:

Նիստի ընթացքում տեղեկություններ են ներկայացվել օպերատիվ շտաբի անդամների՝ շրջաններ կատարած այցերի և բնակչության հետ ունեցած հանդիպումների մասին: Նշվել է, որ բարձրացված հիմնական հարցերից մեկը վերաբերել է հենց կտրոնային համակարգի ներդրմանը:

Պետնախարարը հանձնարարել է ամփոփել  հանդիպումների ընթացքում բնակչության կողմից բարձրացված հարցերը, տարբերակել խնդիրները և քննարկել դրանց լուծման հնարավորությունները. «Այս հանդիպումները ցույց են տվել, որ շրջափակման դժվարությունները չեն կոտրել մարդկանց ոգին: Բարձրացվել են երեք խումբ հարցեր՝ կոնկրետ բնակավայրին վերաբերող տեղական խնդիրներ, ընդհանուր խնդիրներ, որոնք համակարգային լուծումներ են պահանջելու, և  բողոք-դժգոհություններ: Կան նաև  հրատապ խնդիրներ, որոնց պետք է առաջնային կարգով լուծումներ տրվեն», -ասել է նա:

Պետնախարարին ներկայացվել է նաև ճանապարհների իրավիճակը, ձյան մաքրման աշխատանքների կազմակերպման ընթացքը: Զեկուցվել  է, որ ադրբեջանական «էկոակտիվիստների» կողմից Ստեփանակերտ-Գորիս մայրուղու արգելափակման հետևանքով հնարավոր  չէ իրականացնել մայրուղու ամբողջական մաքրումը, և մի մեծ հատված մնում է չմաքրված՝ վնասելով ճանապարհի որակը:

Նիստի ընթացքում անդրադարձ է եղել  նաև Կարմիր Խաչի միջազգային կոմիտեի միջոցով ծանր հիվանդների տեղափոխման,  ինչպես նաև անչափահաս երեխաներ ունեցող՝ կիսված ընտանիքների միավորման հնարավորություններին: Կարևորվել է այս ուղղություններով Կարմիր Խաչի միջազգային կոմիտեի հետ համագործակցված աշխատանքը:

Անդրադարձ է եղել նաև կանխիկի դրամաշրջանառության հետ կապված խնդիրներին: Պետնախարարը հանաձնարարել է քայլեր ձեռնարկել՝ առկա հնարավորությունների շրջանակում իրավիճակը կարգավորելու առումով: Կարևորվել է բնակչության շրջանում իրազեկման աշխատանքների իրականացումը, որպեսզի մարդիկ խուսափեն  մեծ ծավալի գումարի կանխիկացումից և կանխիկը պահելուց:

Զեկուցվել է նաև պարենային ապրանքների, դեղորայքի, բենզինի և դիզելային վառելիքի շուկաներում ընթացիկ իրավիճակը: Ներկայացվել են էներգամատակարարման, ջրամատակարարման և ենթակառուցվածքների անխափան աշխատանքն ապահովելու ուղղությամբ իրականացվող քայլերը:
