ԶՊՄԿ-ն վաղուց դարձել է Հայաստանի տնտեսության լոկոմոտիվը

Հայաստանի տնտեսությունն անցած 2022 թվականին լուրջ առաջընթաց է գրանցել, սակայն վերլուծաբանները մի շարք գործոններ են մատնանշում՝ հորդորելով խուսափել էյֆորիայից։

Տարեկան տվյալները վիճակագրական ազգային կոմիտեն դեռ չի հրապարակել, ըստ ամենայնի, դրանք հայտնի կդառնան միայն հունվարի վերջին, փետրվարի սկզբին։ Պաշտոնական տվյալներով, նոյեմբեր ամսվա տնտեսական ակտիվության ցուցանիշը կազմում է 13,8 տոկոս, իսկ ամբողջ տարվա համար՝ հունվարից նոյեմբեր ժամանակահատվածի համար՝ 14,4 տոկոս։

Իշխանությունները նշում են տարեկան կտրվածքով երկնիշ աճի հնարավորության մասին, բայց անկախ վերլուծաբաններն ու միջազգային ֆինանսական ինստիտուտները ավելի համեստ կանխատեսում են անում՝ մինչև 7-8 տոկոսի սահմաններում։ Նույնիսկ գործող վարչախմբի «սրտի» էկոնոմիկայի նախարար Վահան Քերոբյանն է արձանագրել, որ Հայաստանի տնտեսության համար ռիսկեր կան, երեք հիմնականներն են՝ աշխարհաքաղաքական իրավիճակով պայմանավորված անվտանգությունը, դանդաղ բյուրոկրատիան և կադրերի պակասը։

Ֆինանսների նախկին նախարար Վարդան Արամյանն էլ ընդգծել էր, թե 2022թ–ին Հայաստանի գրանցած աննախադեպ տնտեսական աճը պայմանավորված է «պահային գործոնով»` աշխարհաքաղաքական ու համաշխարհային տնտեսության մեջ ստեղծված իրավիճակով ու որպես հետևանք` Ռուսաստանի Դաշնության մեծ թվով քաղաքացիների ու կապիտալի ներհոսքով։

ՀՀ ՊԵԿ-ը նախատեսում է եզրափակել պետական բյուջեի հարկային եկամուտների և տուրքերի գերակատարմամբ: Կոմիտեն տարին ամփոփում է 1 տրիլիոն 925 միլիարդ դրամ հարկային եկամուտներով, որը գերազանցում է նախորդ տարվա հարկային եկամուտները և տուրքերը՝ 338 միլիարդով կամ 21,4 %-ով, իսկ տարեսկզբին հաստատված ցուցանիշը՝ 81 միլիարդ դրամով:

Ընդ որում, վստահաբար կարելի է պնդել, որ հարկային մուտքերը հիմնականում խոշոր ընկերությունների վճարումների շնորհիվ են, ինչի արդյունքում էլ գործող իշխանություններն իրենց հաջողությունների մասին ազդարարելու հնարավորություն են ստացել։

Առայժմ չկան խոշոր հարկատուների տարեկան տվյալները․ առաջին երեք եռամսյակների տվյալներով, հազար խոշոր հարկատուները 9 ամսում վճարել են 1 տրիլիոն 82 միլիարդ դրամ, իսկ տարեկան կտրվածքով այդ թիվն ավելի մեծ կլինի։ Այսինքն, խոշոր հարկատուները ավեի շատ հարկեր են վճարել, քան մյուս բոլորը միասին։

Հունվար-սեպտեմբերի տվյալներով, առաջին հնգյակում գտնվող ընկերություններից միայն ՄՏՍ Հայաստանն է, որ 4․18 տոկոս անկում է գրանցել։

Չորրորդ տեղում գտնվող Ինտերնեյշնլ Մասիս Տաբակը ավելի է վճարել 5․27 տոկոսով, երրորդ տեղում Գրանդ Տոբակոն է՝ 9-ամսյա կտրվածով հարկերի աճի 31․07 տոկոսով, Գազպրոմ Արմենիան էլ ավելի է վճարել՝ 9․24 տոկոս։

Հայաստանում հարկատուների առաջատարը և միակ ընկերությունը, որը վճարած հարկերով հատել է 100 միլիարդ դրամի ցուցանիշը, Զանգեզուրի պղնձամոլիբդենային կոմբինատն է․ հունվար-սեպտեմբերին, շնորհիվ աշխատանքի և վերահսկողության արդյունավետության, պետբյուջե է վճարել 129․16 միլիարդ դրամ, իսկ 2021-ի համեմատ վճարումների աճը կազմել է 204․93 տոկոս։

Տարեկան կտրվածքով ԶՊՄԿ-ի ցուցանիշը ավելին կլինի։ Փաստացի, Հայաստանում հավաքագրված բոլոր հարկերի մոտ 10 տոկոսը կամ ավելին վճարել է միայն մեկ ընկերություն, որը վաղուց դարձել է Հայաստանի տնտեսության լոկոմոտիվը։
