Ճգնաժամային կառավարիչները. Ինչպես հմտորեն շրջանցել շրջափակման ազդեցությունը

«Չնայած դժվարություններին, ես շատ ոգևորված եմ, քանի որ տեսնում եմ մարդկանց մոտ և կամք և պատրաստություն հանգիստ անցնել այս իրավիճակին, հանգիստ աշխատել, ապրել և ոչ մի ձևով չի զգացվում այս բլոկադայի ազդեցությունը, որ մենք խուճապի ենք մատնվել, կամ մեր մեջ դեպրեսիա կա»,-այս մասին այսօր դեկտեմբերի 18-ին, Արցախի շրջափակման մեջ գտնվելու 7-րդ օրը ֆեյսբուքյան ուղիղ եթերում ասել է Արցախի փոխնախարար Ռուբեն Վարդանյանը: 

Պետնախարարը նշել է, թե Արցախում համակարգ են ստեղծում, և դա լինելու է համակարգ բոլորի համար, բոլորը հավասար են լինելու համակարգի առաջ: «Մենք գիտակցված չենք վերադառնում անցյալ, մենք գիտակցված չենք վերադառնում հետ, բայց այսօրվանից համակարգն այդպես է աշխատելու և ինչքան շատ դու պարտականություններ ունես, ինչքան շատ տեղեկություններ ունես, այնքան շատ են հարցերը, և սա շատ կարևոր է, որ բոլորը հասկանան, ովքեր որ զգում են համակարգն աշխատում է»,- նշել է Վարդանյանը:

Ճգնաժամային կառավարման մոդելը, որ Ռուբեն Վարդանյանն ու իր թիմը ներդնում են Արցախում, ընդ որում՝ ծայրահեղ ծանր իրավիճակում, տոտալ բլոկադայի պայմաններում, օրինակելի կառավարման դրսևորում է։ Չկա խուճապ, չկան օրական հարյուրավոր անկանոն որոշումներ, ինչի արդյունքում արցախցին կարողանում է հանգիստ տանել դժվարությունները, հայկական կողմն էլ զոհ և վիրավորներ, բարեբախտաբար չունի։ Կարելի է զուգահեռներ տանել կորոնավիրուսի և Հայաստանում դրա դեմ պայքարի հետ, երբ վատ կառավարման հետևանքով, ՀՀ «հեղափոխական» իշխանությունների և պարետի անվստահելի և անծրագիր քայլերի պատճառով հազարավոր զոհեր ունեցանք։ Արցախում չկա գների արհեստական բարձրացում, ինչը սովորաբար նկատվում է Երևանում։

Արդյունավետ կառավարման իր գործում Ռուբեն Վարդանյանն, ի դեպ, մենակ չէ․ բավական լավ և պատրաստված թիմ է աշխատում։

Պետնախարարի խորհրդականներից շատերն այս օրերին ակտիվորեն մասնակցում են խնդիրների լուծման, արդյունավետ կառավարման աշխատանքներին։
