Դիմում եմ մեր միջազգային գործընկերներին՝ Ձեր աջակցության կարիքն ունենք․ Ռուբեն Վարդանյան

Արցախի Պետական նախարար Ռուբեն Վարդանյանը Տելեգրամի իր ալիքում գրել է․

«Սիրելի հայրենակիցներ. 

Դուք քաջատեղյակ եք, թե ինչ ծանր իրավիճակում ենք գտնվում։ 2022 թվականի դեկտեմբերի 12-ին Ադրբեջանը հերթական անգամ փակեց Լաչինի միջանցքը՝ Լեռնային Ղարաբաղը Հայաստանի և արտաքին աշխարհի հետ կապող միակ ճանապարհը։ Ավելի քան 120.000 արցախցիների կյանքը, որոնցից 30.000-ը երեխաներ են, կրկին վտանգի տակ է։ Արցախը հումանիտար աղետի շեմին է։ Բայց Արցախին կոտրել հնարավոր չէ։

Ադրբեջանը չի թաքցնում, որ իր վերջնական նպատակը արցախահայության էթնիկ զտումն է կամ ամբողջական ոչնչացումը։ Ստեղծված իրավիճակը ևս մեկ անգամ ցույց է տալիս, որ Ադրբեջանի կազմում Արցախի և Արցախի ժողովրդի անվտանգության երաշխիքներ չկան։ Կա միայն Բաքվի կողմից ագրեսիայի սպառնալիք և պատրվակ՝ շարունակելու 2020 թվականի պատերազմը։

Փաստորեն, երեկվանից Արցախը լիակատար շրջափակման մեջ է, ինչպես 1941 թվականի ձմռանը Լենինգրադը։ Այս կրիտիկական իրավիճակում չափազանց կարևոր է չկորցնել զգոնությունը, լինել կարգապահ և կազմակերպված։ Ոչ մի խուճապ: Մի՛ հավատացեք կեղծիքներին և ապատեղեկատվությանը, որոնք թշնամին տարածում է Արցախի ժողովրդի ամուր կամքը կոտրելու համար։Մի՛ տրվեք ասեկոսեներին և խուճապային տրամադրություններին, մի՛ արեք չմտածված գործողություններ։

Վստահեցնում եմ, որ կառավարությունն անում է ամեն ինչ՝ իրավիճակը շուտափույթ կարգավորելու համար։ Արցախի իշխանություններն ու պատասխանատու կառույցները մշտական կապի մեջ են ռուսական խաղաղապահ ուժերի հրամանատարության հետ։

Կառավարությունում իմ ղեկավարությամբ գործում է շուրջօրյա օպերատիվ շտաբ։ Մենք վառելիքի և սննդի բավարար պաշար ունենք։ Ներկայումս դեղերի և առաջին անհրաժեշտության ապրանքների պակաս չկա։ 

Մենք անում ենք հնարավորը՝ բացառելու հումանիտար ճգնաժամը և ձեզ կտրամադրենք ճշմարիտ, արդի տեղեկատվություն զարգացումների և ի հայտ եկած խնդիրների վերաբերյալ: Իրավիճակի զարգացման մասին Արցախի օպերատիվ շտաբը պարբերաբար կտեղեկացնի։ 

Դիմում եմ մեր միջազգային գործընկերներին՝ հումանիտար աղետը կանխելու համար ձեր միանշանակ աջակցության կարիքն ունենք։ Ադրբեջանի գործողությունները ոչ միայն նոյեմբերի 9-ի եռակողմ հայտարարության կոպտագույն խախտում են, այլեւ ուղղակի ահաբեկչություն։ Համաշխարհային հանրությունը պետք է վճռականորեն դատապարտի Ադրբեջանի կողմից իր բոլոր միջազգային պարտավորությունների խախտումը։

Լաչինի միջանցքում սադրանքի նպատակներից մեկն էլ ռուս խաղաղապահներին վարկաբեկելն է։ Ադրբեջանն անում է ամեն ինչ ռուսական խաղաղապահ ուժերի առաքելությունը վաղաժամկետ դադարեցնելու համար, որը կոչված է ապահովելու Արցախի ժողովրդի անվտանգությունը. 

Անհրաժեշտ եմ համարում ավելացնել խաղաղապահների կոնտինգենտը և ընդլայնել նրանց մանդատը։ Բայց, իհարկե, առաջին հերթին մենք պետք է հույսներս դնենք միայն մեզ վրա, Ադրբեջանը ձգտում է մեզ ճնշել, թուլացնել և զրկել հույսից։ Թող իմանան, որ մեզ չի կարելի կոտրել։ Սա մեր պետությունն է, մեր հայրենիքը, և մենք այստեղից չենք հեռանալու»։
